Requires State Forestry Department to study and make recommendations to interim committee of Legislative Assembly regarding wildfire prevention ] establish by rule pilot grant program for purpose of managing wildfire risk by certain methods . Sunsets January 2 ] grant program on June 30 , 2023. Appropriates moneys to department out of General Fund for purpose of funding grant program. Takes effect on 91st day following adjournment sine die.

Expands duties of Oregon Government Ethics Commission to conduct investigations, make findings and impose penalties for violations of public meetings law. Authorizes any person to file complaint with commission alleging that meetings of governing body were not in compliance with public meetings law.

Directs State Department of Agriculture to issue research license to qualified applicant. Allows licensed researcher to collect samples of industrial hemp crops that exceed tetrahydrocannabinol limit to perform studies related to crop biochemistry. ] Directs State Department of Agriculture to adopt rules to require industrial hemp grower to report to department loss of crop or intention to not plant industrial hemp crop. Requires grower ordered to destroy or remediate specified industrial hemp crop to provide documentation to department of destruction or remediation. Directs department to take specified actions if person plants industrial hemp crop prior to applying for grower registration. Establishes civil penalty not to exceed $10,000 applicable to certain persons for industrial hemp crop that contains specified tetrahydrocannabinol concentration. Takes effect on 91st day following adjournment sine die.

Requires that court award damages for cost of replanting to plaintiff prevailing against federal government or contractor in action for injury to private land arising from fire originating on federal forestland. Requires Director of Department of Consumer and Business Services to establish joint underwriting association for purpose of ensuring availability of property insurance protecting small tract forestland against peril of fire.

Directs Oregon Business Development Department to develop and implement program to award grants to operators of movie theaters closed to public due to public health restrictions related to COVID-19. Appropriates moneys from General Fund to department for purposes of grant program. Declares emergency, effective July 1, 2021.

Modifies allocation formula for grants to children's advocacy centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for children's advocacy centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Limits biennial expenditures by department for grant program from Child Abuse Assessment Account. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Takes effect on 91st day following adjournment sine die.

Authorizes counties to allow contiguous clustered nonresource dwellings on clustered development tract in lieu of approval of individual nonresource dwellings on exclusive farm use or forest lands. Allows bonus dwellings when dwellings are sited on low value soil or with shared water or sewage systems. Establishes requirements for siting and approving dwellings and subdividing or partitioning clustered development tracts.

Establishes subtraction from personal taxable income for eligible rental payments made by eligible renters. Applies to tax years beginning on or after January 1, 2022, and before January 1, 2028. Takes effect on 91st day following adjournment sine die.

Limits standing in appeals of land use decisions or limited land use decisions to persons that reside or maintain business within 25 miles of boundary of local government or special district and appeared before decision maker in person at hearing if available.

Increases percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district. Declares emergency, effective on passage.
