Relating to Legislative Counsel; prescribing an effective date.

Authorizes legislative caucus leaders to each appoint Senate Majority Legislative Counsel, Senate Minority Legislative Counsel, House Majority Legislative Counsel and House Minority Legislative Counsel, and establishes legislative caucus leaders as Legislative Counsel Committee. Directs Senate Majority Legislative Counsel, Senate Minority Legislative Counsel, House Majority Legislative Counsel and House Minority Legislative Counsel to co-equally manage Office of Legislative Counsel. Directs each caucus Legislative Counsel to assist in preparation of measures, opinions, research and other work requested by caucus members. Becomes operative January 1, 2022. Authorizes caucus leaders to take preparatory measures to implement Act prior to January 1, 2022. Takes effect on 91st day following adjournment sine die.

Relating to permits issued by the Department of Environmental Quality; prescribing an effective date.

Requires Department of Environmental Quality to approve or disapprove application for permit within 60 days of receipt or according to timeline established by Environmental Quality Commission for permits that require public participation. Becomes operative January 1, 2022. Takes effect on 91st day following adjournment sine die.

Relating to transfer of credits between community colleges and public universities; prescribing an effective date.

Directs Higher Education Coordinating Commission to study effectiveness of statutes implementing unified statewide transfer agreements and to determine whether additional legislation is necessary to enhance process of transferring academic credits between community colleges and public universities. Requires commission to report findings to interim committees of Legislative Assembly related to higher education on or before September 15, 2022. Sunsets January 2, 2023. Takes effect on 91st day following adjournment sine die.

Relating to housing technical assistance for local governments; declaring an emergency.

Establishes Local Government Technical Assistance Program within Housing and Community Services Department. Requires department and Department of Land Conservation and Development to enter into intergovernmental agreement with League of Oregon Cities and Association of Oregon Counties to develop regional work plans to assist local governments in providing needed housing. Appropriates funds for program to Housing and Community Services Department. Declares emergency, effective on passage.

Relating to veterans.

Directs county governing body of each county to designate person to ensure interment of unclaimed cremated remains of veteran or spouse, dependent or survivor of veteran. Limits civil liability for negligence in certain situations. Requires cemetery association, cemetery authority, licensed funeral service practitioner or other entity in possession of unclaimed cremated remains of veteran or spouse, dependent or survivor of veteran to release cremated remains and associated veteran status information upon request to veterans' remains coordinator or person designated by county governing body. Limits civil liability for release of veteran status information except for gross negligence. Directs county veterans' service officer to report information about veteran or spouse, dependent or survivor of veteran to United States Department of Veterans Affairs. Requires county veterans' service officer to establish and maintain list of reported information and to make information available upon request to veterans' remains coordinator or person designated by county governing body.
