Prohibits lender in reverse mortgage transaction from enforcing requirement to sell or transfer residential real property that secures reverse mortgage loan upon death of borrower for 12-month period following expiration of emergency period if relatives of deceased borrower occupy residential real property. Sunsets one year following expiration of emergency period. Declares emergency, effective on passage.
Directs Department of Environmental Quality to study the impacts of sediment on fish habitat in the Rogue River and provide results of study in report to interim committees of Legislative Assembly no later than September 15, 2022. Sunsets January 2, 2023. Takes effect on 91st day following adjournment sine die.
Directs Department of Corrections to develop release matrix with goal of maintaining annual average population of 12,000 adults in custody. Directs department to, pursuant to matrix, release adult in custody or recommend adult in custody for commutation. Directs department to calculate cost to department had released person remained in custody and to transfer equal amount to community corrections programs for specified purposes.
Allows counties to authorize construction of accessory dwelling units on lands zoned for rural residential use. Establishes conditions of approval for accessory dwelling units. Requires Department of Consumer and Business Services to map wildfire risk and to develop appropriate fire protection standards within state building code for accessory dwelling units based on fire risk identified in maps. Requires department and Oregon State University College of Forestry to report to interim committee of Legislative Assembly on updates to maps and state building code no later than September 15, 2022.
Urges Congress to enact legislation promoting cooperative fuel load measurement and management on federal and state lands.
