Extends sunset date of enterprise zone program.

Permits Electrical and Elevator Board to determine fitness of person who holds journeyman electrician license or equivalent license issued by governmental authority that regulates electrical trades in another state. Permits Department of Consumer and Business Services to issue license to applicant that board determines is fit. Provides that State Plumbing Board may issue journeyman plumber license to applicant who holds journeyman plumber license or equivalent license issued by governmental authority that regulates plumbing trade in another state. Takes effect on 91st day following adjournment sine die.

Appropriates moneys from General Fund to State Department of Agriculture for deposit in Wolf Management Compensation and Proactive Trust Fund. Provides that moneys must be used for relocating wolves that have preyed on livestock to public lands in Hood River County, Multnomah County and Washington County. Declares emergency, effective on passage.

Requires Oregon Health Policy Board to produce and provide to interim committees of Legislative Assembly related to health by December 31, 2024, comprehensive report regarding success in achieving aims of Oregon Integrated and Coordinated Health Care Delivery System. Modifies membership of board and specifies duties of chairperson of board. Requires appointment of executive director. Increases oversight and supervision responsibilities of board over Oregon Health Authority. Requires board to submit agency request budget for board. Puts Health Evidence Review Commission under auspices of board.

Directs State Department of Fish and Wildlife, in consultation with Department of State Lands and State Parks and Recreation Department, to establish grant program for purpose of encouraging use of seaweed as feed for livestock. Directs State Department of Fish and Wildlife, in consultation with Department of State Lands and State Parks and Recreation Department, to study potential for developing commercial seaweed production to produce feed for livestock. Directs State Department of Fish and Wildlife to present study in report to appropriate committee or interim committee of Legislative Assembly on or before September 15, 2024. Appropriates moneys to State Department of Fish and Wildlife for purpose of funding grant program and study. Declares emergency, effective on passage.

Requires State Forestry Department to establish by rule pilot grant program for purpose of managing wildfire risk by certain methods. Sunsets grant program on June 30, 2025. Appropriates moneys to department out of General Fund for purpose of funding grant program. Takes effect on 91st day following adjournment sine die.

Removes requirement that State Forestry Department oversee development of statewide map of wildfire risk.

Establishes certain additional requirements concerning projects under Good Neighbor Authority Agreement.

Requires State Department of Energy to study policies for supporting development of renewable hydrogen industry in Oregon. Directs department to submit findings to interim committees of Legislative Assembly related to economic development no later than September 15, 2024.

Increases speed limit on Interstate 5 and on other highways.
