Provides that client company that is furnished workers by worker leasing company is responsible for employer duties under paid family and medical leave insurance program with respect to workers leased to client company. ] Directs Director of Employment Department ] Department of Revenue to reimburse worker leasing company for any employer contribution payments made by worker leasing company on behalf of client company that meets certain criteria ] if Department of Revenue determines pursuant to amended combined quarterly report that refund is due . Applies to payments of contributions by worker leasing company on behalf of client employer on or after January 1, 2023 made before effective date of Act ]. Provides that worker leasing company is not responsible for paying employer contribution amounts on behalf of client employers that employ fewer than 25 employees. Establishes method by which Employment Department shall determine number of employees employed by employer for purposes of determining liability for such contributions. Takes effect on 91st day following adjournment sine die.
Authorizes cities and counties within Rural Oregon Continuum of Care to establish campgrounds for homeless individuals that are protected against civil liability provided campgrounds have certain characteristics and provide certain services. Declares emergency, effective on passage.
Authorizes county tax collector to withhold from property tax distributions to taxing districts within county amount equal to three percent of such distributions. Applies during period in which county is listed in audit report of Secretary of State as being at high risk of financial distress. Requires county to use withheld amounts to fund office of county assessor. Takes effect on 91st day following adjournment sine die.
Requires Department of Education, in collaboration with certain other agencies, to establish criteria for recognizing student internship programs. Makes student internship programs eligible for career and technical education revitalization grants. Modifies references in certain career and technical education funding provisions to focus on high demand jobs. Removes cap on number of students that may participate in youth apprenticeship programs per biennium.
Directs State Department of Agriculture to establish grant program for purpose of facilitating eradication of gorse for wildfire mitigation in southwest Oregon. Establishes Southwest Oregon Gorse Wildfire Risk Reduction Fund to support grant program. Appropriates moneys to department for deposit into fund. Sunsets grant program and fund on December 31, 2027. Takes effect on 91st day following adjournment sine die.
Directs State Board of Forestry, on behalf of State of Oregon, to offer to convey certain real property to Coos County under specific terms and conditions.
