Sen. David Smith

Allows a new income or corporate excise tax credit for a portion of the eligible costs of a newly constructed single-family dwelling that sells for a price that is affordable to a household with an annual income at or below 120 percent of the area median income. Takes effect on the 91st day following adjournment sine die.

Creates the crime of initiating a false report in the first degree. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both. Creates the crime of initiating a false report in the second degree. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both. Renames the crime of initiating a false report to initiating a false report in the third degree. Takes effect on the 91st day following adjournment sine die.

] Requires the State Department of Energy to [ carry out a cost-benefit analysis on deploying ] study developing certain renewable energy projects in this state. Directs the department to submit findings to the interim committees of the Legislative Assembly related to energy not later than September 30, 2026. Sunsets on January 2, 2027. Takes effect on the 91st day following adjournment sine die.

Modifies the definition of "farmworker camp" so that the relevant statutes apply to farmworker camps specifically in connection with workers who work on a seasonal or temporary basis.

Prohibits the Energy Facility Siting Council from exercising jurisdiction over an energy facility that is a renewable energy facility or transmission line, is sited wholly within federal lands and is subject to review under the National Environmental Policy Act. Requires the person seeking federal approval for the facility to meet certain requirements.

Directs the State Forestry Department to establish a pilot grant program to manage wildfire risk by promoting the use of air curtains by persons that make biochar. Appropriates moneys from the General Fund to the department for funding the grant program. Sunsets the grant program on June 30, 2027. Declares an emergency, effective on passage.

Requires the Legislative Revenue Officer to study means for raising dedicated revenue to support recreation activities in Oregon. Directs the Legislative Revenue Officer to submit findings to the interim committees of the Legislative Assembly related to revenue not later than December 1, 2026.

Recognizes the Portland Trail Blazers for their economic and cultural contributions to the State of Oregon. Urges the team's owners to keep the team in this state.

Includes pharmacy services administrative organizations within the definition of pharmacies for the purpose of ensuring that pharmacy benefit managers are subject to laws regulating their activities even if their contracts are with pharmacy services administrative organizations. Requires pharmacy services administrative organizations to register with the Department of Consumer and Business Services as third party administrators. Specifies exemptions from the registration requirement. Takes effect on the 91st day following adjournment sine die.

] Allows a [ worker leasing company ] professional employer organization to elect to treat the employees [ it furnishes to ] of a client employer for whom the PEO has assumed employer responsibilities as either the employees of the [ company ] PEO itself or of the client employer for certain purposes under unemployment insurance law. Takes effect on the 91st day following adjournment sine die.
