Relating to county property tax collection; prescribing an effective date.

Authorizes a county tax collector to withhold from property tax distributions to taxing districts within the county an amount equal to three percent of the distributions. Applies during any period in which the county is listed in an audit report of the Secretary of State as being at high risk of financial distress. Requires the county to use the withheld amounts to fund the office of the county assessor. Takes effect on the 91st day following adjournment sine die.

Relating to broadband service infrastructure; declaring an emergency.

Declares a state goal to capitalize on and make the best use of federal moneys available for broadband service infrastructure. Directs each state agency to prioritize and expedite the process for permits and other governmental authorizations necessary for the construction, siting or operation of broadband service infrastructure. Declares an emergency, effective on passage.

Relating to the supply of electricity in this state; prescribing an effective date.

Requires an electric company to first acquire a replacement resource of reliable or dispatchable electricity prior to retiring an electric power generating facility that provides reliable or dispatchable electricity. Requires the Public Utility Commission to seek a waiver to, or if unable to obtain a waiver, seek an injunction against, any federal regulations or requirements that impose increasing costs to the maintenance or operation of an electric power generating facility such that an electric company seeks to retire the electric power generating facility. Takes effect on the 91st day following adjournment sine die.

Directs the Water Resources Department to study topics related to the Winchester Dam. Directs the department to submit a report on the study to the interim committees of the Legislative Assembly related to natural resources not later than September 15, 2026.

Relating to nuclear-fueled thermal power plants; providing that this Act shall be referred to the people for their approval or rejection.

Repeals the requirement that there be a licensed repository for the disposal of high-level radioactive waste before a site certificate for a nuclear-fueled thermal power plant may be issued. Repeals the requirement that a proposed site certificate for a nuclear-fueled thermal power plant be submitted to the electors of this state for their approval or rejection. Refers the Act to the people for their approval or rejection at the next regular general election.

Requires the Oregon Department of Administrative Services to conduct a study on voter registration in this state. Directs the department to submit findings to the interim committees of the Legislative Assembly related to elections not later than September 15, 2026. Sunsets on January 2, 2027.

Relating to cancellation of voter registration.

Requires a county clerk to cancel the registration of an elector if the elector registers to vote in another county, surrenders the elector's driver license upon being issued a license in another state or is excused from jury duty for not being a United States citizen.
