Relating to county taxes on marijuana production sites; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Allows a qualifying county to adopt an ordinance to impose a tax on adult-use and medical marijuana production. Defines "qualifying county." Takes effect on the 91st day following adjournment sine die.

Relating to a homebuilding contract exemption under corporate activity tax; prescribing an effective date.

Increases the exempt amount and the filing threshold for purposes of the corporate activity tax as applicable to homebuilding contracts. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

Relating to cougars.

Allows the electors of a county to approve a measure allowing the use of dogs for hunting, pursuing or taking cougars within the county. Authorizes the State Department of Fish and Wildlife to issue to a resident of the county a special cougar tag that allows the use of dogs for hunting, pursuing or taking cougars within the county.

Requiring written authorization for the use of emergency clauses.

Requires written authorization from the chief sponsor of a bill before a legislative concept containing an emergency clause may be accepted for filing. Requires written authorization from the sponsor of the amendment before an amendment that adds an emergency clause to a bill may be adopted by a committee.

Relating to auditing the Oregon Food Bank; declaring an emergency.

Establishes the Oregon Food Bank Audit Committee as a joint committee of the Legislative Assembly. Directs the committee to cause an audit to be performed of Oregon Food Bank financial transactions occurring during a specified period, and to identify those transactions that directly or indirectly relate to political campaign activity or political issue activity. Directs the committee to report on audit findings to the Legislative Assembly on or before November 15, 2025. Requires the membership of the committee to consist of an equal number of majority party and minority party members from the Senate and an equal number of majority party and minority party members from the House of Representatives. Provides that a quorum of the committee consists of a majority of members from the House and a majority of members from the Senate. Sunsets January 2, 2027. Declares an emergency, effective on passage.

Relating to specie legal tender; prescribing an effective date.

Provides that gold and silver are legal tender. Exempts the purchase, sale and exchange of gold and silver from certain taxation. Takes effect on the 91st day following adjournment sine die.

Relating to the family and medical leave insurance program.

Requires the Employment Department to study issues related to leave benefits under the family and medical leave insurance program. Directs the department to submit findings to the interim committees of the Legislative Assembly related to business and labor not later than September 15, 2026. Sunsets on January 2, 2027.
