Relating to family home health aides; prescribing an effective date.

Establishes the Family Home Health Aide Program in the Oregon Health Authority for the purpose of certifying family caregivers as family home health aides to provide qualified home health services to eligible relatives in the state medical assistance program. Requires the authority to report on the outcomes of the program every two years. Takes effect on the 91st day following adjournment sine die.

Relating to abortion restrictions; prescribing an effective date.

Prohibits an abortion unless a health care provider first determines the probable gestational age of the unborn child, except in the case of a medical emergency. Defines "abortion" and "health care provider." Prohibits the abortion of an unborn child with a probable gestational age of 15 or more weeks, except in the case of a medical emergency, rape or incest. Requires that an abortion of an unborn child with probable gestational age of 15 or more weeks be performed or induced in specified facilities and with specific safeguards in place. Allows specified persons to bring an action against a health care provider for violations. Requires a health care provider who performs or induces, or attempts to perform or induce, an abortion to file a report with the Oregon Health Authority. Requires the authority to publish annually statistics relating to abortion. Allows specified persons to bring a cause of action for actual and punitive damages and injunctive relief against a health care provider for violations. Takes effect on the 91st day following adjournment sine die.

Relating to renewable energy facility waste.

Requires the Department of Environmental Quality to study the impacts of waste from solar or wind renewable energy facilities. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the environment not later than September 15, 2026.

Relating to video feeds of ballot tallying.

Requires each county clerk in this state to provide a live video feed to be made available to the public through the Internet of rooms in which ballots are tallied and official ballot drop sites. Requires each county clerk to cause the live video feed to be recorded and made available to the public through the Internet for at least two years following the election at which the live video feed was provided.

Deletes two bases for a worker to refuse an offer of modified employment without losing temporary total disability benefits to increase possible modified employment placements.

Relating to small forestland owners.

Provides that a small forestland owner that planted trees under reforestation requirements may harvest the trees. Specifies that reforestation requirements apply after the trees have been harvested. Allows the State Board of Forestry to adopt rules.

Relating to transfer of federal public lands.

Requires the Department of State Lands to petition the United States Congress for the transfer of certain public lands. Requires the department to manage the transferred lands as trustee for the benefit of counties where the lands are sited.

Proposing an amendment to the Oregon Constitution relating to initiative petition signatures.

Digest: Demands at least 8% of those who voted in the last election for a Governor to sign an IM petition. Demands at least 10% of those who voted in the last election for a Governor to sign a petition to amend the Constitution. Demands that the signatures must come from among all congressional districts. Proposes an amendment to the Oregon Constitution to require petition signatures for initiative laws to contain at least eight percent of the total votes cast for all candidates for Governor at the last general election at which a Governor was elected divided equally among the congressional districts of this state. Proposes an amendment to the Oregon Constitution to require petition signatures for initiative amendments to the Oregon Constitution to contain at least ten percent of the total votes cast for all candidates for Governor at the last general election at which a Governor was elected divided equally among the congressional districts of this state. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
