Provides that Oregon estate tax is imposed only on estates of decedents dying on or before December 31, 2018. Takes effect on 91st day following adjournment sine die.
Requires State Department of Fish and Wildlife to establish and operate fish incubation box pilot program for rearing ] hatching of salmonids on suitable waterways in coastal areas of southern Oregon ] historically salmon-bearing waterways located in certain counties. Requires department to operate pilot program for 10-year period. Requires department to work with certain groups in conducting of pilot program. Establishes minimum number of eggs to be used at each location where pilot program operates. Requires department to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding establishment and operation of pilot program. Appropriates moneys from General Fund to department for pilot program purposes. Declares emergency, effective July 1, 2019.
Limits standing in appeals of land use decisions or limited land use decisions to persons that reside or maintain business within 25 miles of boundary of local government or special district and appeared before decision maker in person at hearing if available.
Allocates $1,600,000 of lottery revenue to Oregon Business Development Department to be used to issue grants or loans in support of redevelopment of Port of Port Orford Cannery. Declares emergency, effective on passage.
Requires State Department of Fish and Wildlife to use dual-frequency identification sonar devices for counting fish. Allocates funds from Natural Resources Subaccount of Parks and Natural Resources Fund to department to fund purchase of dual-frequency identification sonar devices.
Prohibits retail pet store from selling or offering to sell dog, cat or rabbit acquired from source other than animal shelter or rescue organization. Imposes record keeping and signage requirements regarding dogs, cats and rabbits sold or offered for sale by retail pet store. Makes prohibited sale or offer to sell violation punishable by maximum of $500 fine.
Prohibits business, or employee of business, that sells canisters or other products from which individual may directly inhale restricted inhalant from selling or delivering canister or other product to individual who is under 18 years of age. Punishes by maximum of $2,000 fine or, if at time of sentencing person has been convicted or sentenced during prior proceeding, 30 days' imprisonment, $1,250 fine, or both. Specifies exception.
Establishes Oregon Industrial ] Hemp Commission. Aligns state definition of "industrial hemp" with federal definition. ] Changes term "industrial hemp" to "hemp." Directs State Department of Agriculture to administer Oregon Hemp Program for commercial sale and production of hemp. Takes effect on 91st day following adjournment sine die.
Directs Legislative Policy and Research Director to study methods for legislative oversight of administrative rules and report to appropriate committee or interim committee of Legislative Assembly no later than September 15, 2020.
Creates income tax credit for operation costs of housing for agricultural workers. Provides for refundability of credit and for transferability of credit earned by tax-exempt entity. Imposes limitation on total credits allowed to all owners of housing per tax year. Extends sunset for tax credits for owner or operator of agriculture workforce housing. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.
