Establishes rates of compensation to be paid by Oregon Liquor Control Commission to distillery retail outlet agent for distilled liquor retail sales by agent. Sunsets rates January 2, 2025. Increases expenditure limit for Oregon Liquor Control Commission payment of expenses, from moneys other than lottery funds or federal funds for biennium ending June 30, 2021, for purpose of paying distillery retail outlet agent compensation.

Commemorates centennial of Oregon's ratification of Nineteenth Amendment to United States Constitution and honors those who led woman suffrage campaign in Oregon.

Commemorates 100th anniversary of federal Rehabilitation Act and celebrates success of vocational rehabilitation in supporting Oregonians with disabilities to join workforce.

Appropriates moneys from General Fund to Oregon Department of Administrative Services for purpose of implementing first phase of sediment study of lower Rogue River. ] Appropriates moneys from General Fund to department for payment to Umatilla County to reimburse water right holders for increased pumping costs of surface water that is used in lieu of ground water. ] Transfers moneys from certain funds and accounts to General Fund for general governmental purposes. Provides for continued use of marijuana revenues for purposes related to mental health and alcohol and drug abuse. Modifies statement of legislative intent relating to programs for rent assistance for low income households. Permits continued use of moneys transferred to Trust for Cultural Development Account for marketing and promotional costs. Repeals law relating to Legal Aid Account. Increases salaries of certain judges. Creates new judgeships in certain counties. Removes linkage between salaries of legislators and salaries of circuit court judges. Modifies law relating to expense allowance for members of Legislative Assembly for periods when Legislative Assembly is not in session. Increases governmental service expense transfer to Legislative Fiscal Office Operating Fund. Establishes University Innovation Research Fund in State Treasury. Provides that Department of Justice may increase rate of charges for legal assistance above legislatively budgeted rate only after notice to Joint Committee on Ways and Means or Emergency Board. Requires Department of Justice to report to Joint Committee on Ways and Means on recoveries used for purposes other than certain legal costs or deposit into Department of Justice Protection and Education Revolving Account. Directs Department of Transportation to transfer moneys from Statewide Transportation Improvement Fund to Elderly and Disabled Special Transportation Fund. Declares emergency, effective July 1, 2019 ] on passage .

Creates modified landscape construction professional license. ] Provides that State Landscape Contractors Board may not issue to person holding endorsement as residential or commercial general contractor limited or specialty license that meets certain criteria. Takes effect on 91st day following adjournment sine die.

Directs each covered manufacturer of covered drugs that are sold within this state to develop and implement drug take-back program for purpose of collecting from individuals and nonbusiness entities covered drugs for disposal. Defines "covered drug" and "covered manufacturer." Supersedes and preempts local government ordinance or regulation establishing or requiring program similar to drug take-back program. Directs Department of Environmental Quality and Environmental Quality Commission to administer Act. Requires covered manufacturers subject to Act to first submit plan for participating in drug take-back program on or before November 1, 2020. Requires drug take-back programs to be operational by July 1, 2021. Becomes operative January 1, 2020. Sunsets September 15, 2031. ] Takes effect on 91st day following adjournment sine die.

Requires local governments to allow single-family dwellings within urban growth boundary of city with population greater than 10,000 ] 25,000 in residential lots platted and zoned for such uses. Applies to dwelling unit applications filed on or after March 1, 2020.

Declares purpose of Critical Incident Review Teams. Defines "critical incident." Directs Department of Human Services to assign team within seven ] 10 days after department becomes aware of critical incident. Modifies membership of team. Directs department to publish certain information regarding teams on department's website. Modifies deadlines by which department shall publish team report. Modifies report requirements. Provides that statements in final report or document created during critical incident review process are inadmissible in civil or administrative proceedings. Declares emergency, effective on passage.

Declares legislative support for survivors of sexual violence. Pledges to work toward creating an Oregon that is safe for all survivors of sexual violence.

Directs Chief Medical Examiner to complete and file report of death for person within 45 days after receiving report from Search and Rescue Coordinator, in conjunction with county sheriff, that person is missing in wilderness and presumed dead. ] Establishes process for completing and filing report of death for person missing in wilderness or forested environment and believed to be deceased.
