Relating to the State Department of Geology and Mineral Industries.

Directs State Department of Geology and Mineral Industries to study and make recommendations on provisions of state law related to geological and mineral resources of state. Requires department to submit report on findings to Legislative Assembly by January 1, 2021. ] Amends definition of "surface mining" to exclude certain excavation and grading activities. Removes State Department of Geology and Mineral Industries' authority to prohibit certain construction within tsunami inundation zone.

Relating to short line railroads; prescribing an effective date.

Creates tax credit for short line railroad rehabilitation projects. Provides for certification and administration ] of tax credits by Department of Revenue ] Transportation . Limits total amount of potential tax credits available for short line railroad rehabilitation projects in biennium. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.

Relating to emergency preparedness education; declaring an emergency.

Requires school districts to provide instruction and drills on how to prepare for and survive after natural disaster. ] Directs Department of Education to develop curriculum relating to earthquake and tsunami safety. Requires school districts to implement curriculum unless districts provide written notice to State Resilience Officer. ] Directs Department of Education to establish and administer pilot program to assist school districts in providing age-appropriate instruction on natural disasters. Sunsets pilot program on January 2, 2025. Declares emergency, effective July 1, 2019.

Relating to levees; declaring an emergency.

Authorizes issuance of $10 million in lottery bonds for deposit in Levee Project Subaccount to be used for any purpose for which funds in subaccount may be used. Declares emergency, effective on passage.
