Limits cost-sharing for health benefit plan coverage of insulin prescribed for treatment of diabetes.

Requires coordinated care organizations to report specified information to Oregon Health Authority regarding requests for prior authorization. Requires insurers offering health benefit plans to report specified information to Department of Consumer and Business Services regarding requests for prior authorization. Creates new requirements and modifies existing requirements applicable to utilization review by insurers offering health benefit plans. Creates new requirements applicable to step therapy requirements imposed by entities providing health insurance, medical services contracts or health care service contracts, multiple employer welfare arrangements and pharmacy benefit managers. Exempts from certain new or modified requirements health benefit plans offered to public employees by Public Employees' Benefit Board and Oregon Educators Benefit Board.

Makes unlawful practice for place of public accommodation to refuse to accept United States coins or currency as payment for goods and services. Creates limited exceptions. Allows person to file complaint with Commissioner of Bureau of Labor and Industries alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on July 1, 2021. Allows person to bring civil action alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on January 1, 2022. ] Limits authority of school district to become member of voluntary organization that administers interscholastic activities unless organization implements policy that prohibits discrimination based on race, color or national origin. Clarifies meaning of race to include natural hair, hair texture, hair type and protective hairstyles for purposes of prohibited discrimination under antidiscrimination statutes. Clarifies that valid dress code or policy may not have disproportionate adverse impact on members of protected class.

Authorizes political contributions received by candidate, principal campaign committee of candidate or principal campaign committee of holder of public office to be used to defray both health insurance premiums for candidate or holder of public office and members of household of candidate or holder of public office and caregiving expenses for relative of candidate or holder of public office. Limits period when political contributions may be used for these purposes to when candidate or holder of public office is campaigning for public office.

Commemorates centennial of Oregon's ratification of Nineteenth Amendment to United States Constitution and honors those who led woman suffrage campaign in Oregon.

Requires Department of Land Conservation and Development to establish electronic information system to ] receive, consolidate and organize public record information concerning shellfish mariculture in Oregon. Requires department to establish electronic system to store and share information concerning shellfish mariculture. Appropriates moneys to department for program for biennium beginning July 1, 2019. Requires State Department of Agriculture to administer and enforce program to regulate commercial mariculture of shellfish on tidelands owned by counties or port districts. Appropriates moneys to department for program for biennium beginning July 1, 2019. ] Requires State Department of Agriculture to hold preapplication conference with prospective applicant for cultivation of oysters, clams or mussels. Appropriates moneys to department for program for biennium beginning July 1, 2019. Requires State Department of Fish and Wildlife to establish and administer program for community outreach and instruction regarding opportunities for recreational harvesting of shellfish. Appropriates moneys to department for program for biennium beginning July 1, 2019. Declares emergency, effective July 1, 2019.

Appropriates moneys from General Fund to Oregon Department of Administrative Services for purpose of implementing first phase of sediment study of lower Rogue River. ] Appropriates moneys from General Fund to department for payment to Umatilla County to reimburse water right holders for increased pumping costs of surface water that is used in lieu of ground water. ] Transfers moneys from certain funds and accounts to General Fund for general governmental purposes. Provides for continued use of marijuana revenues for purposes related to mental health and alcohol and drug abuse. Modifies statement of legislative intent relating to programs for rent assistance for low income households. Permits continued use of moneys transferred to Trust for Cultural Development Account for marketing and promotional costs. Repeals law relating to Legal Aid Account. Increases salaries of certain judges. Creates new judgeships in certain counties. Removes linkage between salaries of legislators and salaries of circuit court judges. Modifies law relating to expense allowance for members of Legislative Assembly for periods when Legislative Assembly is not in session. Increases governmental service expense transfer to Legislative Fiscal Office Operating Fund. Establishes University Innovation Research Fund in State Treasury. Provides that Department of Justice may increase rate of charges for legal assistance above legislatively budgeted rate only after notice to Joint Committee on Ways and Means or Emergency Board. Requires Department of Justice to report to Joint Committee on Ways and Means on recoveries used for purposes other than certain legal costs or deposit into Department of Justice Protection and Education Revolving Account. Directs Department of Transportation to transfer moneys from Statewide Transportation Improvement Fund to Elderly and Disabled Special Transportation Fund. Declares emergency, effective July 1, 2019 ] on passage .

Requires State Department of Energy to adopt by rule program for providing rebates for purchase, construction or installation of residential and certain nonresidential solar electric systems and paired solar and storage systems. Sets forth rebate limits under program. Establishes Rooftop Solar Incentive Fund. Continuously appropriates moneys in fund to department to issue rebates. Limits total amount of rebates issued annually for nonresidential systems. Requires certain amount of rebates issued annually to be for systems installed for low or moderate income residential customers and low-income service providers. Appropriates moneys from General Fund to department for deposit in Rooftop Solar Incentive Fund. ] Requires department to submit annual report on program to Legislative Assembly. Sunsets January 2, 2024. Takes effect on 91st day following adjournment sine die.

Modifies requirements for licensing of in-home care agencies. Prohibits retaliation against in-home caregiver for making complaint or reporting violation to Oregon Health Authority. Creates private right of action for retaliation against in-home caregiver who makes complaint or reports violation. ] Requires all private agency caregivers that provide personal care services to complete specified training. ] Requires Oregon Health Authority to adopt training requirements that include minimum number of hours of orientation and assessment of competency for individual who is not licensed health care provider to complete before providing in-home care services as employee of in-home care agency, home health agency or hospital. Allows authority to deny, suspend or revoke license of in-home care agency or impose civil penalty if agency demonstrates five-year pattern of significant and substantiated violations of employment laws, wage laws or training requirements. Allows authority to deny, suspend or revoke license of in-home care agency for failure to comply with requirements related to criminal records checks. Requires Department of Human Services to adopt training standards that include minimum number of hours of orientation and assessment of competency before home care worker or personal support worker may provide home care services. Requires department to make recommendations to Legislative Assembly, no later than February 1, 2021, on methods for assessing and monitoring home care services provided by home care workers.
