Increases, for purposes of tax credit allowed for crop donation, percentage of wholesale price allowed as amount of credit. Applies to tax years beginning on or after January 1, 2017, and before January 1, 2020. Takes effect on 91st day following adjournment sine die.

Directs amount of transient lodging tax revenues from state recreation area lodgings along ocean shore received by State Parks and Recreation Department to Ocean Beach Fund. Modifies requirements relating to evacuation of residents of adult foster homes. Directs Department of Human Services to issue license as conversion facility to long term care facility converting to residential care facility. Modifies definition of "residential care facility." Directs department to adopt rules regarding installation of electronic monitoring devices by residents of certain facilities.
Urges President and Congress to pursue Oregon and California Railroad grant land management reforms.
Excludes certain Portland employers from sick leave requirements if employer is located in Portland on temporary or seasonal basis and has permanent location outside city.
Requires Office of Rural Health to conduct study and develop recommendations on whether to allow health care practitioner students who do not attend Oregon Health and Science University to participate in Scholars for a Healthy Oregon Initiative. Requires office to submit report detailing recommendations by December 1, 2018. Sunsets January 2, 2019.
