Relating to redistricting.

Directs Department of Corrections to determine last-known address of adults in custody, if address is readily known or available to adult in custody, and submit information to Secretary of State. Directs secretary to adjust population data reported in federal decennial census to reflect residence status of adults in custody before incarceration. Requires Legislative Assembly or Secretary of State, whichever is applicable, to reapportion state into legislative districts based on adjusted population data. Requires use of adjusted population data to apportion county or municipal boundaries.

Relating to independent scientific review.

Creates Oregon Independent Science Review Board. Establishes Independent Scientific Review Secretariat as administrative section within Institute for Natural Resources at Oregon State University. Establishes Independent Scientific Review Fund. Continuously appropriates moneys in fund to Higher Education Coordinating Commission for distribution to Oregon State University for purposes of board and secretariat.

Relating to water quality.

Declares harmful algal blooms to be menace to public health and welfare. Directs Oregon Health Authority to develop response strategy to harmful algal blooms, produce and maintain relevant data ] identify water sources susceptible to harmful algal blooms, monitor and test susceptible waters and develop protocol for advisory alerts. Directs Department of Environmental Quality to identify water sources susceptible to harmful algal blooms, monitor and test susceptible waters, ] develop response strategy to harmful algal blooms, produce and maintain relevant data, identify sources of pollutants, develop strategies to reduce pollutants , ] and determine causes and prepare biennial report ] of harmful algal blooms .

Relating to canola production; declaring an emergency.

Prohibits person from growing canola within Willamette Valley Protected District. Provides that violation may be subject to civil penalty of up to $25,000. Declares emergency, effective July 1, 2023.

Relating to a tax credit for affordable housing lenders; prescribing an effective date.

Expands purposes for which qualified borrower may use loan proceeds, in connection with tax credits allowed for affordable housing lenders, to include limited equity cooperatives, with certain conditions. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to conditions for financing a purchase of a motor vehicle.

Prohibits seller from selling or leasing motor vehicle if sale or lease is contingent upon lender's agreement to purchase retail installment contract or lease agreement. Provides that if seller sells retail installment contract or lease agreement to lender, lender must provide final approval of funding within 14 days after buyer takes possession of motor vehicle. Provides that if lender does not agree to buy retail installment contract or lease agreement or agrees to buy on terms other than exact terms that seller and buyer agreed to, seller must retain retail installment contract or lease agreement, must notify buyer of seller's retention and may not thereafter sell, assign, transfer or delegate any of the benefits, duties or obligations of the contract or agreement. Provides that seller's failure to comply with provisions of Act deprives seller of right to collect payment due under contract or agreement and right to repossess motor vehicle.
