Provides that when person's vehicle is totaled or substantially altered person may keep registration plates with vehicle if vehicle issued branded title or person may transfer plates to another vehicle if vehicle's title is canceled or retired. ] Provides that under certain circumstances person with totaled or substantially altered vehicle may apply to Department of Transportation to keep same registration plates and remaining registration period. Allows person to apply with department to transfer plates from vehicle for which department previously received totaled or substantially altered notification. Allows person to transfer special interest registration plates under certain circumstances.
Repeals sunset on moratorium on oil, gas and sulfur leasing in territorial sea. Prohibits Department of State Lands from leasing submerged and submersible lands within territorial sea for exploration, development or production of oil, gas or sulfur in territorial sea or for activities in furtherance of exploration, development or production within federal waters adjacent to territorial sea.
Adds to rights of persons with mental illness committed to Oregon Health Authority, right to reasonable privacy and security in resting, sleeping, dressing, bathing, personal hygiene and toileting. Declares emergency, effective on passage.

Urges federal government to adopt and enforce stringent regulations related to accuracy in wine labeling, packaging and advertising. Urges states to enter into mutual agreements related to enforcement of wine laws.
Requires person that owns, licenses , has control over or has access to ] or otherwise possesses personal information and ] that was subject to breach of security or that received notice of breach of security from another person that maintains or otherwise possesses personal information on person's behalf, to notify consumer to whom personal information pertains and, if number of consumers to whom person must send notice exceeds 250, to Attorney General. Requires person that maintains or otherwise possesses personal information on behalf of another person to notify other person of breach of security. Requires person to give notice in most expeditious manner possible, without unreasonable delay, but not later than 45 days after discovering or receiving notice of breach of security. Requires person, in providing notice, to undertake reasonable measures necessary to determine sufficient contact information for notice recipients, to determine scope of breach of security and to restore reasonable integrity, security and confidentiality of personal information. Provides that if person must notify consumer of breach of security and with notice person offers credit monitoring services or identity theft prevention and mitigation services without charge to consumer, person may not condition provision of services on consumer's providing person with credit card or debit card number or consumer's acceptance of any other service person offers for fee. Requires person to separately, distinctly, clearly and conspicuously disclose to consumer in any offer for additional credit monitoring services or identity theft prevention and mitigation services that person offers for fee that person will charge consumer fee. Prohibits consumer reporting agency from charging consumer fee or collecting from consumer money or item of value for placing, temporarily lifting or removing security freeze on consumer's consumer report, creating or deleting protective record, placing or removing security freeze on protective record or replacing lost personal identification number or password. Modifies standards for safeguarding personal information. Takes effect on 91st day following adjournment sine die.
Requires principal real estate brokers to complete real estate continuing education courses before renewal or reactivation of license. Requires real estate brokers and real estate property managers to complete real estate continuing education courses before reactivation of license. Prohibits Housing and Community Services Department from requiring elderly housing project that has repaid financing received through department program, and retired bond obligations related to project, to hire licensed real estate property manager, real estate broker or principal real estate broker to perform property management duties with respect to project. Permits state agency to locate devices or facilities for providing electricity to public for electric motor vehicles in locations sufficient to meet demand for devices or facilities. Requires Oregon Department of Administrative Services to establish criteria for determining appropriate number of locations for devices and facilities. Provides that state agency shall set price for electricity that recovers, to extent practicable, costs of operating or administering devices or facilities and that does not exceed 110 percent of market price in county for delivering electricity to public for electric motor vehicles. Requires state agency to set uniform price for electricity in accordance with criteria and calculation that department specifies. Requires Oregon Department of Administrative Services to report to Legislative Assembly not later than February 1, 2019, February 1, 2021, and February 1, 2023, concerning state agency implementation of authority granted in Act. Takes effect on 91st day following adjournment sine die.
