Allows Oregon Liquor Control Commission to enter into interstate agreements with agencies of other states for purpose of ensuring multistate enforcement of standards for wine consistent with standards of state where wine was produced.
Provides funding for grant program under which Department of Education awards grants to school districts for percentage of certain student transportation costs for which school district does not receive any amount in distributions from State School Fund or any amount related to transit activities. Declares emergency, effective July 1, 2019.
Allows pharmacist or pharmacy technician to transfer drug containing pseudoephedrine without prescription to person who is at least 18 years of age and presents person's valid government-issued photo identification. Requires pharmacist or pharmacy technician, prior to transfer, to submit specified information into electronic system designed to prevent illegal transfer of drugs containing pseudoephedrine. Requires pharmacist or pharmacy technician to record specified information about transfer of drug containing pseudoephedrine. Specifies maximum amount of pseudoephedrine that person may receive without prescription. Establishes storage requirements for drug containing pseudoephedrine. Clarifies that measure does not apply to drugs transferred pursuant to prescription. Punishes violation by 364 days' imprisonment, $6,250 fine, or both. ] Allows pharmacist to prescribe and dispense pseudoephedrine to person who is at least 18 years of age and who provides to pharmacist person's valid government-issued photo identification. Requires pharmacist to query prescription monitoring program prior to prescription and dispensation. Limits amount of pseudoephedrine person may receive. Allows State Board of Pharmacy to adopt rules. Removes provision subjecting records of specified transactions to inspection by board and law enforcement agencies. Becomes operative January 1, 2020. Appropriates moneys to Oregon Department of Administrative Services to increase size and diversity of group of court appointed special advocates.
Disallows, for purposes of personal income taxation, mortgage interest deduction for residence other than taxpayer's principal residence , unless taxpayer sells residence or actively markets residence for sale . Phases out allowable deduction for interest for principal residence based upon income. Disallows deduction for principal residence above threshold amount. Establishes Oregon Housing Opportunity Account. Transfers amount equal to estimated increase in revenue attributable to restrictions on deduction of mortgage interest to accounts in Oregon Housing Fund ] account . Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.
Abolishes annual one-hour change in time from standard time to daylight saving time and maintains Oregon on daylight saving time except in portion of Oregon in Mountain Time Zone . Becomes operative at 2 a.m. on first Sunday of first November in which standard of time in California and Washington is one hour in advance of United States standard of time for California and Washington. November 7, 2021, which is first Sunday in November 2021. ] Refers Act to people for their approval or rejection at next regular general election. ] Repeals elimination of annual one-hour change in time and restores existing law if changes in standards of time have not become operative by December 1, 2029.
Prohibits long term care facilities, residential facilities, adult foster homes, child care facilities, child-caring agencies, foster homes, youth care centers, youth offender foster homes or other entities that are licensed, certified or registered to provide care to children, youth, individuals with disabilities or older adults from interfering with good faith disclosure of information by employees or volunteers about abuse or mistreatment of individuals cared for by entity, violations of state or federal laws or other practice that threatens health and safety of individuals cared for by entity, to regulatory agencies, law enforcement authorities, persons acting on behalf of individual and other specified individuals. Makes interfering with disclosure of information specified in Act unlawful employment practice.
Creates civil cause of action against person who knowingly summons police officer for reason other than suspected criminal activity ] with intent to cause specified harm.
Requires that, to extent provided by Oregon Liquor Control Commission rules, if appellation of origin on wine label is American viticultural area in Oregon that is in larger American viticultural area, label must also identify larger American viticultural area. Requires commission to make requirement applicable by rule within Willamette Valley viticultural area. Prohibits use of American viticultural area on wine label in manner resembling brand. Creates exception. Applies to wine labeled on or after January 1, 2023. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2024. Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023. Repeals rule adoption requirement January 2, 2024. Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Takes effect on 91st day following adjournment sine die.
