Requires program match amounts that recipient spends on certain eligible foods. ] Appropriates moneys from General Fund to department to be distributed to nonprofit organization that has contracted with department to implement and administer program and match amounts that recipient spends on certain eligible foods . Sunsets January 2, 2022. Declares emergency, effective on passage.

Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container except in specified circumstances. Punishes violation by maximum of $500 fine. If minor obtains unsecured firearm as result of violation, punishes by maximum of $2,000 fine. Provides that person who does not secure firearm as required is strictly liable for injury to person or property within four years after violation. Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container when transferring firearm except in specified circumstances. Punishes violation by maximum of $500 fine. Provides that person who transfers firearm without securing firearm is strictly liable for injury to person or property within four years after violation. Requires person to report loss or theft of firearm within 24 hours of time person knew or should have known of loss or theft. Punishes violation of requirement by maximum of $1,000 fine. Requires person transferring firearm to minor to directly supervise minor's use of firearm unless minor is owner of firearm. Provides that person who does not supervise minor as required is strictly liable for injury to person or property caused by minor's use of firearm. Directs Attorney General to specify by rule minimum specifications for trigger and cable locks and locked containers required by Act. Declares emergency, effective on passage.

Allows county to construct, modify and improve roads and highways on lands zoned for exclusive farm use and designated as urban or rural reserves.

Requires each county to identify 10 most common languages spoken by residents of county. Requires Secretary of State and county to ensure state voters' pamphlet and county voters' pamphlet are translated into each of 10 identified languages and to make translated voters' pamphlets available on county website. Requires voters' pamphlets to include, in each of 10 identified languages, website address for translated voters' pamphlet. Applies to voters' pamphlets distributed on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.
Requires that , to extent provided in Oregon Liquor Control Commission rules, wine using American viticultural area in this state as appellation of origin or implying American viticultural area as source be produced entirely from grapes grown in that American viticultural area. Creates exception. Authorizes Oregon Liquor Control ] commission to grant variance or temporary exemption for specified cause and to exempt American viticultural areas from requirement ]. Applies to wine labeled on or after January 1, 2023 ] 2030 . Eliminates most variance authority for wines bottled on or after January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023 ] 2030 . Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023 ] 2030 . Repeals rule adoption requirement January 2, 2023 ] 2030 . Modifies definitions of light-duty zero-emission vehicle and plug-in hybrid electric vehicle to include vehicles with at least three wheels.
Increases total amount allowed in tax year to all taxpayers as tax credits for donations to fiduciary organizations for distribution to individual development accounts. Increases maximum percentage of taxpayer donation for which credit may be allowed. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2022. Updates and makes technical corrections to statutes governing individual development accounts. Takes effect on 91st day following adjournment sine die.
