Makes unlawful practice for place of public accommodation to refuse to accept United States coins or currency as payment for goods and services. Creates limited exceptions. Allows person to file complaint with Commissioner of Bureau of Labor and Industries alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on July 1, 2021. Allows person to bring civil action alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on January 1, 2022. ] Limits authority of school district to become member of voluntary organization that administers interscholastic activities unless organization implements policy that prohibits discrimination based on race, color or national origin. Clarifies meaning of race to include natural hair, hair texture, hair type and protective hairstyles for purposes of prohibited discrimination under antidiscrimination statutes. Clarifies that valid dress code or policy may not have disproportionate adverse impact on members of protected class.

Establishes Task Force on Student Success for Underrepresented Students in Higher Education. Directs task force to develop student success policy proposals focusing on increasing likelihood of student success in higher education for students from populations that are underrepresented in higher education enrollment. Authorizes Office of Child Care to award grants to child care facilities supporting large employers. Appropriates moneys from General Fund to office for program. Sunsets program January 2, 2022. Creates income tax credit for lessors of real property leased to certified child care facilities. Creates income tax credit for child care facilities with staff members who received 18 or more clock hours of training related to child care. Creates income tax credit for child care facilities rated three stars or higher with quality rating and improvement system. Applies to tax years beginning on or after January 1, 2021, and before January 1, 2027. Includes attempts to obtain commercial advantage in provision of child care service as form of false reporting of child abuse. Allows all residential structures to be used as certified or registered family child care homes. Prohibits conditions on child care facilities that are more restrictive than other uses allowable within land use zone. Allows development of child care facilities as conditional use on lands zoned for exclusive farm use. Takes effect on 91st day following adjournment sine die.
Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2022, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2027. Declares emergency, effective on passage.

Requires State Department of Agriculture to adopt rules governing inspection of wholly intrastate processing and sale of beef and lamb. ] Authorizes State Department of Agriculture to adopt rules establishing program of state inspection for processing and sale of meat products from amenable species, including but not limited to cattle and sheep. Authorizes department to adopt rules establishing program of state inspection for processing and sale of meat products from nonamenable species, as defined by department by rule.
Prohibits pharmacy benefit manager from including in contract with network pharmacy term barring price increase to customer to offset estimated amount of corporate activity tax paid by pharmacy and attributable to sale of prescription drug. Applies to contracts entered into on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.
Prohibits police officer from conducting or participating in activities intended to determine whether person has paid certain user charges, fees or tolls imposed by mass transit district. Specifies exceptions.
Prohibits state agencies from authorizing construction of new infrastructure for exploration, development or production of oil or gas on state-owned real property or for transportation of oil or gas across state-owned real property. Requires facilities unloading oil or gas received by rail to provide advance notice to Department of Transportation. Prohibits facilities from loading or unloading oil or gas with vapor pressure of nine pounds per square inch or more. Delays operative date based on annual volume of oil and gas transported by rail. Imposes maximum penalty of $2,500 per day per railcar for facility violations. Directs department to transmit information received from facilities to office of State Fire Marshal. Requires State Fire Marshal to consider information in developing oil and hazardous materials spill response plan.
