Exempts the seller and [ the nonprofit purchaser of ] a nonprofit, public body or tribe that purchases property for conservation purposes from civil or criminal liability for selling certain units of land not lawfully established. Cancels exception for a purchaser who resells the land to the private market within five years of the land being deeded for conservation purposes.

Requires a seller in a motor vehicle transaction that involves a retail installment contract or lease agreement to make a good faith effort to sell the retail installment contract or lease agreement to a lender on the exact terms that the seller and buyer negotiated. Requires the seller to undertake certain actions if the lender does not agree to buy the retail installment contract or lease agreement within 10 calendar days after the buyer takes possession of the motor vehicle. Prohibits the seller from selling or paying off a loan balance for any trade-in vehicle that is part of the transaction before receiving a lender's final approval of funding. Specifies the liabilities a seller has for failing to comply with the prohibitions. Requires the seller to provide the buyer with certain disclosures before concluding the transaction. Punishes a violation of the Act as an unlawful practice under the Unlawful Trade Practices Act.

Establishes the right of a resident of a residential care facility to [ the formation of a ] organize and participate in resident groups, including an independent family council. Prohibits a residential care facility from willfully interfering with the formation, maintenance or promotion of [ a ] an independent family council or discriminating or retaliating against a resident based on [ a family member's or representative's participation in a family council ] the participation of the resident or the resident's family member or legal representative in an independent family council . [ Imposes civil penalties, not to exceed $500 per day of violation. ].

] Prohibits the transfer, for consideration, of winning Oregon State Lottery tickets or shares above a certain value. Provides that purchases of certain winning lottery tickets that are deductible for federal tax purposes are not deductible for Oregon tax purposes. Provides that the name and address of a lottery prize winner are exempt from disclosure as public records and may not be disclosed without authorization. Takes effect on the 91st day following adjournment sine die.

Makes certain changes concerning a program to reduce wildlife-vehicle collisions. Instructs the Department of Transportation and the State Department of Fish and Wildlife to establish an advisory group. Makes certain changes related to reporting on the program.

Provides criteria and reporting requirements that the contracting nonprofit must meet. Requires the authority to seek any federal funding available for costs of reimbursing health care interpreters for health care interpretation services provided to [ medical assistance recipients ] Oregon Health Plan members no later than January 1, 2025. Modifies certain biennial appropriations made from the General Fund to the Oregon Health Authority. Establishes and modifies limitations on expenditures for certain biennial expenses for the Oregon Health Authority. Takes effect on the 91st day following adjournment sine die.
