Designates September of each year as Brain Aneurysm Awareness Month.

Specifies limitations on provisions that state agency may include in contract or agreement with county. Becomes operative on January 1, 2022. Takes effect on 91st day after adjournment sine die.

Reinstates tax credit for reforestation. Takes effect on 91st day following adjournment sine die.

Authorizes persons that hold water rights and other affected parties to develop, and Water Resources Department to approve, cooperative water management plans. Authorizes department to approve, as part of plan, pooling of water rights, implementation of alternative water management arrangements without need for certain individual applications or authorizations from department, banking of rights to surface or ground water and new water use authorizations. Requires that plans be sponsored by certain governmental entities. Provides that water rights subject to plan may not be subject to forfeiture for nonuse of water or cancellation for failure to meet permit requirements.

Provides for distribution of moneys in Oregon Marijuana Account to certain cities determined by population and location of city and based on share of retail sales of marijuana items in state, as exception to standard distributions based on city share of population and of licenses for marijuana-related businesses. Applies to distributions from account occurring in calendar quarters beginning on or after January 1, 2022, and before July 1, 2027. Takes effect on 91st day following adjournment sine die.

Requires public institutions of higher education to award academic credit in each instance in which enrolled student completed high school class or participated in high school program that offered learning and experiences comparable to introductory communications, public speaking or argumentation course offered at institution. Requires institution to award two academic credits to each student who participated in DECA program, FFA program or speech and debate program for two or three years while at high school. Requires institution to award four academic credits to each student who participated in DECA program, FFA program or speech and debate program for four years while at high school. Prohibits institution from requiring these students to take introductory communications, public speaking or argumentation course offered at institution as prerequisite for taking more advanced courses at institution.

Provides that, for five school years, calculations of weighted average daily membership made for purposes of distributions of state moneys to school districts may not be decreased for school districts impacted by wildfires in 2020. ] Directs Department of Education to award grants to wildfire-impacted school districts in amounts to cover any decreases in State School Fund distributions and Student Investment Account distributions resulting from decreases in average daily membership, as compared to 2019-2020 school year, that are caused by wildfires. Sunsets on July 1, 2025. Establishes School Stabilization Subaccount for Wildfire-impacted School Districts for purpose of awarding grants. Declares emergency, effective on passage ] July 1, 2021 .

Directs Director of Department of Consumer and Business Services to repeal all permanent rules adopted by director in connection with addressing COVID-19 public health emergency in all Oregon workplaces. Sunsets January 2, 2022. Declares emergency, effective on passage.

Proposes amendment to Oregon Constitution to require Legislative Assembly, in each odd-numbered year regular session, to appropriate moneys to fund public education in first 60 days of session and before passing any other budget measure. Refers proposed amendment to people for their approval or rejection at next regular general election.

Requires Legislative Policy and Research Committee to study and make recommendations to interim committee of Legislative Assembly regarding water measurement program. ] Sunsets January 2, 2023. ] Takes effect on 91st day following adjournment sine die. ] Makes certain findings and declarations concerning water budgets and water use data. Directs Water Resources Commission to designate certain number of water basins or subbasins as priority basins and take certain other actions concerning water use data and water budgets. Directs commission to undertake review concerning water measurements. Directs commission to develop water budgets for priority water basins. Directs commission to report to committee or interim committee of Legislative Assembly related to water on or before September 15, 2022, concerning water measurements review. Directs commission to report to committee or interim committee of Legislative Assembly related to water on or before January 1, 2026, on progress in designating priority water basins, developing water budgets and assessing certain questions. Directs Water Resources Department to require persons that hold water rights to conduct measurement and reporting of duty of water diverted, appropriated or stored under water right, subject to certain exceptions. Directs department to use moneys in Water Measurement Cost Share Program Revolving Fund to offset costs of complying with requirements. Provides that person's reporting, without other evidence of nonuse or partial nonuse, may not be used for certain legal or administrative purposes. Authorizes commission to impose civil penalty for violation of water use measurement or reporting requirements, subject to certain exceptions.
