Relating to amount paid to attend institutions of higher education by persons formerly in adoptive care; declaring an emergency.

Permits adopted former foster children to have amount of tuition and all fees waived if attending defined institutions of higher education for purposes of pursuing initial undergraduate degree. Defines "adopted former foster child." Permits adopted former foster children previously ineligible for waiver of tuition due to being adopted to be eligible for waiver if adoption occurred on or after January 1, 2012. Declares emergency, effective on passage.

Relating to regional water management; declaring an emergency.

Appropriates moneys, out of General Fund, to Water Resources Department for purposes of planning water use on regional and local bases, developing system for identifying local and regional water use needs and prioritizing among local and regional water use needs and implementing local and regional water use strategies and plans. ] Takes effect on 91st day following adjournment sine die. ] Directs Water Resources Department to provide staff support to work through complex water basin issues and help implement agency priorities in priority water basins. Directs office of Governor to work with Regional Solutions Program to convene and support bi-state task force to develop mitigation commitments related to implementation of certain agreements. Directs chair of Water Resources Commission and two designees of Speaker of House of Representatives to co-convene Regional Water Planning and Management Task Force to develop framework for state-supported water planning and management. Directs department to award grants to federally recognized Indian tribes and county governments for purposes related to community water forums. Requires Association of Oregon Counties to provide related staff support. Appropriates moneys to Governor and agencies for purposes related to Act. Declares emergency, effective on passage.

Relating to abortion.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Relating to veterans' communities.

Directs Director of Veterans' Affairs to establish Oregon Veterans' Community, to include residential units and medical and social services for veterans and family members. Directs director to contract with nongovernmental entity for construction, operation and management of veterans' community. Authorizes incorporated cities to acquire real property for sale or donation to Department of Veterans' Affairs for purposes of veterans' community and to incur debt for such acquisitions. Allocates lottery moneys for purposes of veterans' community.

Relating to abortion; prescribing an effective date.

Prohibits abortion unless health care provider has first determined probable gestational age of unborn child, except in case of medical emergency. Defines "abortion" and "health care provider." Prohibits abortion of unborn child with probable gestational age of 20 or more weeks, except in case of medical emergency. Allows specified persons to bring action against health care provider for violations. Requires health care provider who performs or induces, or attempts to perform or induce, abortion to file report with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion. Allows specified persons to bring cause of action for actual and punitive damages and injunctive relief against health care provider for violation. Takes effect on 91st day following adjournment sine die.

Relating to the disposition of marijuana tax revenues; declaring an emergency.

Requires that Department of Revenue transfer moneys from Oregon Marijuana Account to Drug Treatment and Recovery Services Fund after completion of transfers from account to cities and counties. Applies to fiscal quarters beginning on or after April 1, 2021. Declares emergency, effective on passage.
