Rep. Mark Owens

Requires agencies to post certain information about rulemaking on agency websites. Requires agencies to include certain information in rules. Requires Attorney General to allow public to attend rulemaking training, for reasonable fee. Prohibits agency rules coordinator from drafting rules. Provides that agency may adopt rule no sooner than seven days after agency stops accepting public comment. Provides that temporary rule adopted during and because of state of emergency may remain in effect until termination of state of emergency. Provides that agency may not impose civil penalty under rule earlier than 30 days after the adoption of rule.

Directs Legislative Assembly to allocate moneys to members for distribution. Establishes procedure for members of Legislative Assembly to direct distribution of moneys to local governments, special government bodies or certain nonprofit organizations. Establishes restrictions on distributions. Directs Legislative Assembly to appropriate moneys for distributions. Declares emergency, effective on passage.

Creates Oregon personal income tax subtraction for child care expenses paid by taxpayer during tax year. Applies to tax years beginning on or after January 1, 2023, and before January 1, 2029. Takes effect on 91st day following adjournment sine die.

Sets $100 cap each year on sum of contributions that can be received by candidate or committee in cash from any source. Declares emergency, effective on passage.

Removes restriction on distribution of Student Investment Account moneys to virtual public charter schools. Removes limitation on percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district. Declares emergency, effective on passage.

Excludes hours of overtime worked for Oregon State Police from limitations on inclusion of overtime in final average salary for purposes of Oregon Public Service Retirement Plan. ] Establishes separate limitation on inclusion of hours of overtime worked for Oregon State Police in final average salary for purposes of Oregon Public Service Retirement Plan.

Exempts receipts from sales of prescription drugs by a pharmacy from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Provides that Oregon Health Authority may not adopt rules requiring immunization against COVID-19 as condition of attendance in any school, children's facility or post-secondary institution of education.

Directs State Department of Fish and Wildlife to establish program to purchase aquaculture products from private aquaculture facilities. Directs department to annually audit, and assess cost of, department programs for raising fish and report results of audit and assessment to committee or interim committee of Legislative Assembly related to wildlife.

Establishes COFA Food Assistance Program to provide nutrition assistance to COFA citizens who would qualify for Supplemental Nutrition Assistance Program benefits but for their immigration status and who have incomes at or below federal poverty guidelines.
