Exempts receipts from sales of prescription drugs by all pharmacies from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Requires power purchase agreements to permit qualifying facilities to provide energy or energy and capacity to third parties during periods of emergency. Requires qualifying facility to prioritize provision of energy to energy-dependent critical or essential public service providers during period of emergency if qualifying facility provides energy to third parties during period of emergency. Defines "period of emergency."
Directs Water Resources Commission to establish program for compensating ground water right holders for voluntarily relinquishing all or portions of ground water rights in basins designated as critical ground water areas. Appropriates moneys to commission for purpose of funding program. Declares emergency, effective on passage.
Enacts interstate Nurse Licensure Compact. Permits Oregon State Board of Nursing to disclose specified information to Interstate Commission of Nurse Licensure Compact Administrators. Exempts individuals authorized to work as nurses under multistate licensure privilege from requirement to obtain license from board and from restrictions on use of titles. Allows board to use moneys to meet financial obligations imposed on State of Oregon as result of participation in compact. Takes effect on 91st day following adjournment sine die.
Removes limitation on percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district.
Appropriates moneys to Oregon Watershed Enhancement Board for deposit in Oregon Agricultural Heritage Fund for hiring related to Oregon agricultural heritage programs. Appropriates moneys to board for deposit in Oregon Agricultural Heritage Fund for purposes related to grant programs. Declares emergency, effective on passage.
Requires that mileage reimbursement be paid to home care workers, personal support workers and other direct support professionals who commute more than 15 miles each way to client's residence ] personal care workers who provide home care services to clients who live in remote locations. Requires Oregon Health Authority to establish process for in-home care agencies to request approval to provide training required by law to agency's own employees and contractors. Specifies criteria for approval of requests.
Requires State Forestry Department to study recovery after wildfire. Directs department to submit findings to interim committees of Legislative Assembly related to forestry no later than September 15, 2024.
Directs Department of Environmental Quality, in consultation with Water Resources Department, to develop recommendations and other resources to expand beneficial water reuse or recycled water programs or projects in state. Takes effect on 91st day following adjournment sine die.
