Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by department for State School Fund. Specifies amounts department may spend for certain purposes from State School Fund. Transfers moneys from State School Fund to Local Option Equalization Grants Account. Declares emergency, effective July 1, 2023.
Limits pretrial release of defendants charged with felony or Class A misdemeanor to security release. Requires Oregon Department of Administrative Services to reimburse counties for costs of pretrial incarceration of persons charged with felonies. Appropriates moneys to department for reimbursement.
Proposes amendment to Oregon Constitution to require not guilty criminal jury verdicts in circuit court to be unanimous. Refers proposed amendment to people for their approval or rejection at next regular general election.
Directs State Board of Education to adopt by rule standards by which certain students may take assessment to satisfy high school diploma requirements. Allows certain persons who pass practice high school equivalency test to be eligible to enroll in public school and earn high school diploma. Requires Personnel Division of Oregon Department of Administrative Services to review and update classification plan and compensation for specified positions held by individuals employed by community developmental disabilities programs or support service brokerages. Takes effect on 91st day following adjournment sine die.
