Allows counties with a population density of less than 30 people per square mile to rezone up to 50 acres to be divided and developed for residential dwellings of at least five units per acre. Sunsets January 2, 2034. Expands allowed development of accessory dwelling units to farmland with certain existing nonfarm dwellings. Allows the development of larger rural accessory dwelling units.

Appropriates moneys to the State Forestry Department to offset landowners' costs of fire protection provided by the department. Declares an emergency, effective on passage.

Increases sentencing guidelines for felony fleeing or attempting to elude a police officer. Takes effect on the 91st day following adjournment sine die.

Requires a health care practitioner to exercise the proper degree of care to preserve the health and life of a child born alive, regardless of whether the birth was the result of an induced abortion. Allows specified persons to bring an action against a health care practitioner for violations. Allows the court to order that the identity or personally identifiable information of specified persons is protected from disclosure.

Creates Oregon corporate excise and income tax subtractions for amounts received in resolution of a civil action arising from wildfire. Creates Oregon corporate excise and income tax subtractions for wildfire-related legal fees paid by plaintiffs. Allows a taxpayer to amend a return to claim a refund for the earliest tax year in which a subtraction is allowed. Applies to declarations and executive orders issued on or after January 1, 2018, and before January 1, 2027, and to amounts received, losses incurred and legal fees paid in tax years beginning on or after January 1, 2018. Takes effect on the 91st day following adjournment sine die.

Establishes immunity from action for trespass for persons that corner cross on public land. Establishes immunity for landowner for damages due to negligence or gross negligence arising out of corner crossing. Excludes lawful corner crossing from the definition of "enter or remain unlawfully" for purposes of criminal trespass laws. Declares an emergency, effective on passage.

Allows city and county services for which net local transient lodging tax revenue may be used to be provided either directly by the city or county or indirectly by a special district. Changes the division of allowable uses of net local transient lodging tax revenue from at least 70 percent for tourism-related expenses and no more than 30 percent for city or county services, to at least 40 percent and no more than 60 percent, respectively. Allows units of local government with restricted grandfathered local transient lodging tax regimes to take advantage of the new provisions of the Act. Establishes biennial reporting by local governments of amounts and uses of local transient lodging tax revenue. Takes effect on the 91st day following adjournment sine die.

Directs the State Forester to determine the available state forestland, establish sustainable harvest levels for harvesting timber on state forestland and manage available state forestland. Allows certain persons to seek a court order if the State Forester fails to establish sustainable harvest levels or manage available state forestland. Declares an emergency, effective on passage.

Directs the State Department of Energy, subject to the availability of funding, to conduct a study on nuclear energy, including advanced nuclear reactors. Directs the department to engage with tribal governments, consult with certain [ state agencies and ] organizations and utilize moneys from federal, private and other public sources to carry out the study. Requires the department to report and make public information on the sources of moneys or assistance and amounts of moneys that the department receives to carry out this Act, anticipated uses of those moneys or assistance and any potential conflicts of interest. Directs the department to submit the report to the interim committees or committees of the Legislative Assembly related to energy not later than one year after the date the department receives the moneys or assistance necessary to complete the study. Directs the department to provide an update on the department's progress in carrying out this Act to the interim committees or committees of the Legislative Assembly related to energy not later than February 15, 2027. Establishes the Nuclear Energy Study Fund. Sunsets January 2, [ 2028 ] 2030 . Declares an emergency, effective on passage.

Limits to 25 the number of legislative measures that a member of the Legislative Assembly may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Limits to 15 the number of legislative measures that a committee of the Legislative Assembly may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Provides exceptions. Limits to 200 the combined total number of legislative measures that the Governor and state agencies under the authority of the Governor may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Provides exceptions. Limits to 15 the number of legislative measures that other statewide elected officials and the Judicial Department may each ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Authorizes the Senate Rules Committee or the House Rules Committee to ask the Legislative Counsel to prepare additional measures on behalf of requesters. Authorizes the measure's requester to ask the Legislative Counsel to prepare an additional measure when the first legislative chamber passes or adopts a measure. Applies to requests for legislative measures made for the 2027 regular session and subsequent odd-numbered year regular sessions. Declares an emergency, effective on passage.
