] Directs [ the Department of Education and the Oregon Health Authority to jointly ] the Oregon Health Authority, in collaboration with the Department of Education and the Oregon Board of Optometry, to establish and implement a program that provides eye examinations , [ and ] prescription eyeglasses and related services to students from low-income families. Declares an emergency, effective on passage.

Phases in the requirement that school districts offer lunch and breakfast to students at no charge, regardless of household income. Provides exceptions. Requires school districts that make breakfast accessible at a school site to make breakfast accessible at the school site after the beginning of the day. Provides exceptions. Prescribes nutrition standards for reimbursable meals that are paid for by state sources. Directs the Department of Education to apply for statewide participation in federal programs and projects that expand the availability of free or reduced price meals. Appropriates moneys to the Department of Education from the General Fund for the purposes of paying any costs owed by parents or guardians for costs previously incurred for a reimbursable meal and assisting school districts in purchasing or upgrading equipment necessary to comply with the expanded provision of free lunches and breakfasts. Declares an emergency, effective July 1, 2025.

Requires the State Board of Education, in coordination with Eastern Oregon University, to establish a pilot program to provide resources and support for students to access post-secondary education opportunities. Directs the Department of Education to submit a report on the pilot program no later than December 15, 2026. Sunsets on January 2, 2028. Takes effect on the 91st day following adjournment sine die.

Appropriates moneys to the Oregon Business Development Department to update the inventory of community infrastructure project needs related to the production of new housing and prepare reports on the inventory update and the processes and programs for maintaining inventories of, and providing funding for, drinking water, wastewater and stormwater infrastructure projects. Declares an emergency, effective on passage.

Requires each athletic association, conference or organization with authority over intercollegiate sports, post-secondary institution of education and school district to designate athletic competitions and extracurricular sports according to biological sex. Prohibits biological males from participating in athletic competitions or extracurricular sports designated for biological females. Requires academic entities to designate bathrooms and locker rooms for exclusive use by either persons of the male biological sex or persons of the female biological sex. Except as provided under written policies for coaches, trainers and other authorized persons, prohibits persons of the male biological sex from entering or using bathrooms or locker rooms designated for use by, or in use by, persons of the female biological sex and prohibits persons of the female biological sex from entering or using bathrooms or locker rooms designated for use by, or in use by, persons of the male biological sex. Provides causes of action for students, post-secondary institutions of education and school districts.

Requires a health care practitioner to exercise the proper degree of care to preserve the health and life of a child born alive, regardless of whether the birth was the result of an induced abortion. Allows specified persons to bring an action against a health care practitioner for violations. Allows the court to order that the identity or personally identifiable information of specified persons is protected from disclosure.

Establishes a cause of action for a buyer in a real estate transaction if the seller fails to provide the results of required well tests. Modifies well testing requirements to require that a seller provide a copy of well test results to the Department of Environmental Quality. Modifies the form of the seller's property disclosure statement.

Appropriates moneys from the General Fund to the Water Resources Department for place-based water planning. Limits expenditures by the department for grants to implement water resources plans. Declares an emergency, effective July 1, 2025.

] Establishes a beginning farmer and rancher incentive program in the State Department of Agriculture. Requires the department to establish types of incentives to provide to beginning farmers and ranchers. Establishes the Beginning Farmer and Rancher Incentive Fund. Continuously appropriates moneys in the fund to the department for purposes of the incentive program. Appropriates moneys for deposit into the fund. Declares an emergency, effective on passage.

Appropriates moneys from the General Fund to the Oregon Business Development Department for distribution to local governments and other entities for purposes related to public safety. Declares an emergency, effective July 1, 2025.
