Modifies laws related to vehicular hit and run.

Requires school districts to allow homeschooled students and students who attend public charter schools to participate in interscholastic activities, regardless of whether activities are governed by voluntary association that administers interscholastic activities. ] Modifies description of types of interscholastic activities in which homeschooled students and students who attend public charter schools must be allowed to participate if students are in any grade from kindergarten through grade eight. Requires school district to allow students who attend public charter school to participate in interscholastic activities in same manner that residents of school district are allowed to participate. Clarifies requirements for charging fee for public charter school students participating in interscholastic activities. Takes effect July 1, 2018. ] Declares emergency, effective on passage.

Permits State Mortuary and Cemetery Board to grant temporary operating permit for cemetery without operating license to perform interment. Sunsets January 2, 2020. ] Declares emergency, effective on passage.

Prohibits fact finder from determining plaintiff's damages for civil cause of action using calculation for projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff. ] Makes calculation of projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff inadmissible in civil action. Directs court to instruct jury in civil action involving claim for projected future earnings that jury may not consider race or ethnicity of plaintiff.

Expands definition of "transient lodging intermediary" to include person that collects consideration for occupancy of transient lodging and person that receives fee or commission and requires transient lodging provider to use specified third-party entity to collect consideration for occupancy of transient lodging. Provides joint and several liability for state transient lodging tax for each and every owner of transient lodging. Provides rules governing filing of local transient lodging tax returns. Authorizes unit of local government to subpoena and examine witnesses, administer oaths and order production of evidence in hands of any person as necessary and proper in prosecution of inquiries related to local transient lodging tax. ] Takes effect on later of 91st day following adjournment sine die or July 1, 2018.

Distributes civil forfeiture proceeds to scholarship program for family members ] children of deceased or disabled public safety officers. Modifies criteria for scholarship program. Applies to applications for scholarships submitted on or after July 1, 2018. Declares emergency, effective on passage.

Modifies definitions, exceptions and affirmative defenses applicable to offense of driving a motor vehicle while using a mobile electronic device. Provides that enhanced classification of offense may only be based on prior conviction occurring on or after July 1, 2018. Creates procedure by which person convicted of enhanced offense based on prior conviction occurring prior to July 1, 2018, may request that court redetermine classification of offense. Takes effect July 1, 2018. ] Declares emergency, effective on passage.

Directs Department of Environmental Quality and State Forestry Department to study opportunities for state actions to promote carbon sequestration and to include in study consideration of regional approaches for reducing greenhouse gas emissions through carbon sequestration. Requires departments to report to interim committee of Legislative Assembly related to natural resources by September 15, 2019. Sunsets January 2, 2020.

Modifies funding mechanism for public employees' health care benefit to avoid excise tax under Patient Protection and Affordable Care Act. Requires local governments and school districts to participate in modified health care benefit plan. Permits public employees to redirect funds from health care premiums to other benefits. Dedicates portion of health care benefit costs to future health care costs and to critical services. Requires Public Employees' Benefit Board and Oregon Educators Benefit Board to assist employees in selecting benefit options. Excludes collective bargaining for specified health insurance benefits. Prohibits Public Employees' Benefit Board and Oregon Educators Benefit Board from self-insuring. Establishes Task Force on Flexible Benefits for Public Employees to monitor implementation of new benefit plans. Sunsets task force December 31, 2022. Declares emergency, effective on passage.

Establishes standards for expansion of state airport on land zoned for exclusive farm use. Directs Oregon Homeland Security Council to prioritize state airports for resiliency investments.
