Requires district school board or higher education governing board that adopts policy limiting possession of firearms by concealed handgun licensees on school grounds to install metal detectors at entrances to buildings subject to policy.

Grants certain immunities to children's advocacy centers and to employees and designated agents of children's advocacy centers. Requires applicants for funds to establish and maintain children's advocacy center to include evidence of center's accreditation with nationally recognized organization. Prohibits district school boards from adopting specified procedures relating to parental notification. Prohibits classroom instruction on sexual orientation and gender identity, absent parental consent, before fourth grade. Prohibits school district from providing health care services if parent withholds consent or declines specified health care service.
