Requires county clerk to ensure that any board or other entity established to assist county clerk in fulfilling official duties contains equal numbers of volunteers from each major political party. Provides that ballots may be collected from official ballot drop site only by team of two or more election workers, with each team including equal number of individuals affiliated with each major political party.

Establishes certain limitation on projects under Good Neighbor Authority Agreement.

Restores tax credit allowed for qualified research activities at increased maximum credit amount. Expands availability of credit to personal income taxpayers. Provides for refundability of portion of credit for taxpayer with fewer than 150 employees and for transferability of credit. Sets limit for credits allowed for transfer in state per tax year. Increases maximum amount of alternative qualified research credit allowed to taxpayer with insufficient increase in research expenses to claim standard credit. Exempts from commercial activity subject to corporate activity tax amount of qualified research credit allowed against corporate excise tax. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Extends sunsets of certain programs providing economic incentives. Provides that business firm is not eligible to claim enterprise zone exemptions if significantly engaged in operating retail purchase fulfillment center. Increases maximum community service fee for strategic investment program and indexes fee amount for inflation. Increases taxable portion of real market value of eligible project in strategic investment program. Increases maximum annual amount of distribution county may receive under gain share program and indexes maximum amount for inflation. Directs Oregon Business Development Department, in consultation with Legislative Revenue Officer, to study transparency of agreements related to enterprise zone programs entered into between zone sponsors and business firms. Requires department to report study findings to interim committees of Legislative Assembly related to economic development. Takes effect on 91st day following adjournment sine die.

Prohibits not-for-profit corporations that receive moneys directly from state from making political contributions to candidates or political committees during biennium in which corporation receives state moneys. Creates exceptions. Declares emergency, effective on passage.

Provides that Oregon Health Authority may not adopt rules requiring immunization against COVID-19 as condition of attendance in any school, children's facility or post-secondary institution of education.

Authorizes any person to submit complaint to Department of Environmental Quality if person reasonably believes that camping site of homeless individuals is causing discharge of wastes into state waters. Directs department to remove individuals from camping site and clean camping site as necessary to protect state waters. Takes effect on 91st day following adjournment sine die.

Requires pharmacy benefit managers to be licensed by Department of Consumer and Business Services beginning January 1, 2024. Modifies definition of "pharmacy benefit manager" and imposes new requirements on pharmacy benefit managers. Modifies procedures for pharmacy to appeal payment by pharmacy benefit manager on claim for reimbursement. Restricts audits of pharmacy claims for reimbursement. Requires policies or certificates of health insurance and contracts providing for reimbursement of cost of prescription drugs to allow policyholder, certificate holder and beneficiary to select pharmacy or pharmacist for filling prescriptions and prescription renewals, to contract with any pharmacy or pharmacist willing to abide by terms and conditions of policy, certificate or contract. Imposes new requirements with respect to insurance coverage of 340B drugs. Appropriates moneys from General Fund to Department of Consumer and Business Services for purpose of employment assistance in regulation of pharmacy benefit managers. Declares emergency, effective on passage.

Requires schools to have at least one panic alarm in each school building. ] Requires schools to have wireless panic alert device in each classroom of each school building. Provides exceptions. Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Declares emergency, effective July 1, 2023.

Modifies crimes related to involuntary servitude and human trafficking. Establishes affirmative defense for human trafficking victims. Directs Oregon Criminal Justice Commission to classify subjecting another person to involuntary servitude crimes as specified crime categories when victim was under 18 years of age at time of offense. Provides that certain evidence concerning victim of human trafficking involving involuntary servitude is not admissible. Extends statute of limitations for civil action based on violation of conduct constituting involuntary servitude or human trafficking. Requires alcohol service permittee to report suspected human trafficking on licensed premises. Directs Board on Public Safety Standards and Training to include human trafficking investigation training in minimum training required for basic police officer certification. Directs Department of Justice to develop training for certain state agencies concerning human trafficking awareness and prevention. Requires employees designated by specified agencies to annually complete training.

Directs Oregon Business Development Department to develop grant and loan program to support businesses applying for financial assistance under Creating Helpful Incentives to Produce Semiconductors for America Act of 2022 (P.L. 117-167). Provides that program be administered jointly by department and Governor. Allows Governor to designate certain lands to be brought within urban growth boundaries for federal CHIPS Act uses. Allows local governments to rezone lands for such uses by ordinance. Allows Governor to remove designated lands from urban growth boundaries if lands are not used for purposes of CHIPS Act. Directs Oregon Business Development Department to provide financial assistance to projects related to industrial land suitable for new and expanded semiconductor industry uses. Declares emergency, effective on passage.
