Creates Oregon corporate excise and income tax subtractions for amounts received in resolution of a civil action arising from wildfire. Creates Oregon corporate excise and income tax subtractions for wildfire-related legal fees paid by plaintiffs. Allows a taxpayer to amend a return to claim a refund for the earliest tax year in which a subtraction is allowed. Applies to declarations and executive orders issued on or after January 1, 2018, and before January 1, 2027, and to amounts received, losses incurred and legal fees paid in tax years beginning on or after January 1, 2018. Takes effect on the 91st day following adjournment sine die.
Requires the Oregon Business Development Department to study the legislative establishment of an inland port for the purposes of coordinating infrastructure development, improving trade mobility and promoting economic development. Directs the department to submit findings to the interim committees of the Legislative Assembly related to economic development no later than September 15, 2027. Sunsets on January 2, 2028. Takes effect on the 91st day following adjournment sine die.
Exempts certain projects for public works, primarily related to affordable housing, from the requirement to pay a prevailing rate of wage. Takes effect on the 91st day following adjournment sine die.
Establishes immunity from action for trespass for persons that corner cross on public land. Establishes immunity for landowner for damages due to negligence or gross negligence arising out of corner crossing. Excludes lawful corner crossing from the definition of "enter or remain unlawfully" for purposes of criminal trespass laws. Declares an emergency, effective on passage.
Directs the State Forester to determine the available state forestland, establish sustainable harvest levels for harvesting timber on state forestland and manage available state forestland. Authorizes the State Forestry Department to take certain actions related to motor vehicles and other equipment used by the department. Instructs and authorizes the department to take certain actions related to rangeland protection associations. Establishes the Rangeland Protection Association Fund. Appropriates moneys to the fund and establishes an expenditure limitation for the fund. Makes certain changes related to the authority of the State Forester to assist rangeland protection associations. Authorizes the State Forester and forest protection associations to acquire or dispose of goods, services or equipment for the prevention, mitigation or suppression of fire on forestland.
