Requires Department of Education to transfer funds to school districts necessary to pay for school resource officers. Requires district school boards to include in budget of school district line item for school resource officers.

Directs authority to establish pregnancy resources hotline. Requires hotline to automatically connect pregnant persons seeking abortions with organizations providing services through Pregnancy Launch Program. Exempts specified records and information from public disclosure. Creates exceptions. Requires specified reports. Becomes operative January 1, 2024. Takes effect on 91st day following adjournment sine die.
Prohibits merchant service company or financing agency from retaining funds that are property of merchant for more than 10 calendar days unless merchant service company or financing agency allows merchant access to funds, including ability to withdraw funds, or merchant service company or financing agency pays merchant statutory rate of interest on balance of funds retained. Punishes violation of Act as unlawful practice under Unlawful Trade Practices Act. Takes effect on 91st day following adjournment sine die.
Establishes Oregon Food Bank Audit Committee as joint committee of Legislative Assembly. Directs committee to cause audit to be performed of Oregon Food Bank financial transactions occurring during specified period, and identify those transactions that directly or indirectly relate to political campaign activity or political issue activity. Directs committee to report on audit findings to Legislative Assembly on or before November 15, 2023. Requires membership of committee to consist of equal number of majority party and minority party members from Senate and equal number of majority party and minority party members of House of Representatives. Provides that quorum of committee consists of majority of members from House and majority of members from Senate. Sunsets January 2, 2025. Declares emergency, effective on passage.

Modifies provisions governing first-time home buyer savings accounts. Eliminates requirement that financial institution provide annual certificate with account details to account holders. Allows account holder to designate proposed first-time home buyer as beneficiary of account. Specifies information that must be provided ] maintained by taxpayer claiming subtraction or exemption for accounts. Limits Department of Revenue rulemaking. Requires schools to have at least one panic alarm in each school building. ] Requires schools to have wireless panic alert device in each classroom of each school building. Provides exceptions. Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .
