Provides that employee of public employer is liable to employer for wages paid to employee during period of administrative leave if employee was placed on leave as result of allegation that employee engaged in criminal conduct and if employee is thereafter convicted of crime by reason of conduct.

Increases enrollment percentage at which student must receive approval from school district before enrolling in virtual public charter school.
Prohibits person from soliciting or knowingly acquiring, receiving, transporting, implanting, processing, preserving, storing or accepting donation of human fetal tissue for purpose of transplanting the human fetal tissue into another person or animal under specified circumstances. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Establishes Teen Pregnancy Assistance Fund and requires prosecuting attorney to deposit proceeds of fines for violation of Act into fund. Continuously appropriates moneys in fund to Department of Education for sole purpose of providing financial assistance to girls who are enrolled in high school in this state, have had child while enrolled in high school and need financial aid for expenses connected with obtaining high school diploma.
Extends by five years certain provisions that allow nonresident students to attend public schools as resident students for purposes of State School Fund distributions. Declares emergency, effective July 1, 2019.
Modifies crime of promoting prostitution to include knowingly recruiting, persuading or encouraging, or attempting to recruit, persuade or encourage, another person to engage in prostitution. Punishes by maximum of 5 years' imprisonment, $125,000 fine, or both.
Requires Department of Human Services to complete investigations regarding applications for certificates to operate foster homes for care of children under 21 years of age no later than 120 days after department receives application. Requires Oregon Youth Authority to complete investigations regarding applications for certificates to operate foster homes for youth offenders no later than 120 days after youth authority receives application.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.
Creates credit against income taxes for amounts paid by veteran as principal or interest on qualified education loans. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2025. Takes effect on 91st day following adjournment sine die.
