Allows option to obtain title, but not registration, from Department of Transportation for recreational vehicle qualifying as park model recreational vehicle and meeting other criteria. Provides that recreational vehicle having title issued by Department of Transportation does not qualify as structure. Requires owner to surrender Department of Transportation title for recreational vehicle if converting recreational vehicle to use as structure. Makes recreational vehicle converted to use as structure subject to state building code. Requires seller of new recreational vehicle to provide purchaser with written information listing specified living area systems. Requires that information state for each listed system whether items or components comprising system are covered by warranty and, if so, extent and length of warranty. Removes recreational vehicle construction from regulation by Department of Consumer and Business Services. Changes definition of "recreational vehicle."

Requires health benefit plans that cover radiation therapy for cancer to cover proton beam therapy on basis no less favorable than other covered benefits. Permits prior authorization or other utilization review.

Provides protections for person who refuses to participate in procedure related to abortion or physician-assisted suicide if refusal is based on person's ethical, moral or religious convictions. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.
Extends by five years certain provisions that allow nonresident students to attend public schools as resident students for purposes of State School Fund distributions. Declares emergency, effective July 1, 2019.

Caps total amount of assessments and reassessments for local improvements to three percent of real market value of local improvement to which assessments and reassessments relate. Provides that refunds unclaimed for one year after issuance escheat to state. Provides that assessments and reassessments that remain unexpended and unobligated eight years after date of assessment or reassessment must be refunded to owner of benefited property, and, if unclaimed for one year, escheat to state.
