Establishes that violation of ethics law occurs if public official uses public resources, like electronic mail systems or office equipment, to engage in campaign activity.
Directs Land Conservation and Development Commission to study potential conversion to regional land use planning process. Requires commission to report to interim legislative committee related to land use by January 15, 2018. Declares emergency, effective on passage.
Provides that specialized building inspector authorized by, but not employed by, municipality to administer and enforce parts of state building code specialty code is appointee of municipality for purpose of inspector certification statutes. Expands definition of inspector for purposes of inspector certification statutes to include specialized building inspector appointed by municipality. Allows certification of appointed building inspector to perform inspections in building code administrative regions.
Requires transportation network company that operates in this state to obtain license from Department of Consumer and Business Services. Requires department to establish licensing program by rule and specifies conditions for obtaining license. Requires transportation network company to keep certain records and to make certain disclosures to participating drivers and riders. Requires transportation network company to conduct criminal background check on individuals who apply to become participating drivers and to deny applications based on specified criteria. Treats participating drivers as independent contractors under specified circumstances. Requires transportation network company to adopt, and oblige participating drivers to follow, certain policies. Specifies automobile insurance coverage requirements for participating drivers. Permits insurers to exclude coverage for activities in which individual engages as participating driver. Permits department to inspect annually random sample of records that transportation network company maintains. Permits department to impose civil penalty for violation of provisions of Act. Becomes operative on January 1, 2018. Takes effect on 91st day following adjournment sine die.
Requires Citizens' Initiative Review Commission, rather than Attorney General, to fulfill duties relating to receiving, drafting, returning and reviewing ballot titles. Establishes citizen committees within commission to fulfill commission's duties relating to ballot titles. Designates Attorney General as responsible for fulfilling commission's duties relating to ballot titles if commission has insufficient funds to carry out duties.
Requires person making independent expenditure of $3,000 or more within 30 calendar days of primary or general election to file statement of independent expenditures within 24 hours of making expenditure.
Increases, for purposes of tax credit allowed for crop donation, percentage of wholesale price allowed as amount of credit. Applies to tax years beginning on or after January 1, 2017, and before January 1, 2020. Takes effect on 91st day following adjournment sine die.
Creates crime of threatening a mass injury event. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.

Discontinues certain payments to hospitals for quality measures related to health care transformation. Increases cigarette tax and dedicates increase to medical assistance. Takes effect on 91st day following adjournment sine die.
