Establishes Ocean Beach Fund. Directs that moneys received from state transient lodging tax in amount equal to one percent of tax collected at state recreation areas along ocean shore be transferred to fund. Directs State Parks and Recreation Department to spend moneys from fund for expenses of managing state recreation areas along ocean shore. Takes effect on 91st day following adjournment sine die.

Authorizes any person to submit complaint to Department of Environmental Quality if person reasonably believes that camping site of homeless individuals is causing discharge of wastes into state waters. Directs department to remove individuals from camping site and clean camping site as necessary to protect state waters. Takes effect on 91st day following adjournment sine die.
Establishes COFA Food Assistance Program to provide nutrition assistance to COFA citizens who would qualify for Supplemental Nutrition Assistance Program benefits but for their immigration status and who have incomes at or below federal poverty guidelines.

Requires pharmacy benefit managers to be licensed by Department of Consumer and Business Services beginning January 1, 2024. Modifies definition of "pharmacy benefit manager" and imposes new requirements on pharmacy benefit managers. Modifies procedures for pharmacy to appeal payment by pharmacy benefit manager on claim for reimbursement. Restricts audits of pharmacy claims for reimbursement. Requires policies or certificates of health insurance and contracts providing for reimbursement of cost of prescription drugs to allow policyholder, certificate holder and beneficiary to select pharmacy or pharmacist for filling prescriptions and prescription renewals, to contract with any pharmacy or pharmacist willing to abide by terms and conditions of policy, certificate or contract. Imposes new requirements with respect to insurance coverage of 340B drugs. Appropriates moneys from General Fund to Department of Consumer and Business Services for purpose of employment assistance in regulation of pharmacy benefit managers. Declares emergency, effective on passage.
Directs Oregon Business Development Department to study funding of repairs to rodeos located in small cities and communities in Oregon. Directs department to submit findings to interim committees of Legislative Assembly related to economic development not later than September 15, 2024. ] develop and administer program for awarding grants to rodeo organizations based in communities with population of 12,000 or less to fund certain capital projects on existing rodeo property.
Instructs Water Resources Commission ] Department to take certain actions related to Walla Walla Water 2050 Strategic Plan.
Requires State of Oregon to contribute 50 percent match for every private donation of $10,000 or more made to Oregon State University Foundation for express purpose of supporting agricultural research with emphasis on cereal grains, to extent moneys are available. Appropriates moneys to Higher Education Coordinating Commission for allocation to Oregon State University Foundation.
Establishes Endangered ] Missing Endangered Person Alert System. Directs Superintendent of State Police to establish task force to develop system to enable rapid and effective dissemination of information pertaining to missing persons to public to facilitate rapid location and recovery of missing person. Sets forth criteria to be used to determine when endangered ] missing endangered person alerts may be issued and when alerts may be terminated. Establishes immunity from liability for persons, organizations or entities that are involved in dissemination of endangered ] missing endangered person alerts. Declares emergency, effective on passage. ].
