Relating to instruction on human sexuality; declaring an emergency.

Requires parent or legal guardian of student to provide written permission prior to student participating in human sexuality education course. Directs school districts to provide form for parent or legal guardian to grant permission, and requires school districts to include with form information about curriculum and how to access instructional materials. Limits provision of human sexuality education courses to grades 5 through 12. Declares emergency, effective July 1, 2023.

Relating to the economic competitiveness of Oregon agriculture; prescribing an effective date.

Establishes Task Force on the Economic Competitiveness of Oregon Agriculture. ] Instructs task force ] Requires State Department of Agriculture to submit report on economic competitiveness of Oregon's agricultural sector to committee or interim committee of Legislative Assembly related to agriculture no later than September 15, 2024. Sunsets task force ] requirement on December 31, 2024. Takes effect on 91st day following adjournment sine die.

Relating to the impacts of wildfire on water quality.

Requires Water Resources Department and Department of Environmental Quality to study impacts of wildfire on water quality of streams and tributaries. Directs departments to submit findings to interim committees of Legislative Assembly related to water no later than September 15, 2024.

Relating to ballots; prescribing an effective date.

Prohibits individual from collecting and returning ballot of another individual, subject to specified exceptions. Imposes fine of $2,500 per ballot for person other than individual that illegally collects and returns ballot of individual and fine of $500 per ballot for individual who illegally collects and returns ballot of different individual. Takes effect on 91st day following adjournment sine die.

Relating to tax credits for woody biomass; prescribing an effective date.

Restores availability of income or corporate excise tax credit for processing or collection of woody biomass. Allows credit for activities related to biochar. Transfers administration of credit from State Department of Energy to State Forestry Department. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
