Imposes tax on use of electricity to charge battery of electric vehicle at rate equivalent to rate of license tax imposed on first sale, use or distribution of motor vehicle fuel. Confers administration of tax on Department of Transportation. Punishes violation of Act by maximum of 364 days' imprisonment, $6,250 fine, or both. Takes effect on 91st day following adjournment sine die.

Requires Department of Environmental Quality to study both requirements related to subsurface and alternative sewage disposal systems that create barriers to siting and construction of accessory dwelling units in areas outside urban growth boundary and solutions to eliminate barriers. Directs department to submit findings to interim committees of Legislative Assembly related to environment no later than September 15, 2024.
Proposes amendment to Oregon Constitution to require approval by majority of Senate of any pardon or commutation of felony conviction. Refers proposed amendment to people for their approval or rejection at next regular general election.

Provides that, before undertaking wildlife management activity involving aircraft, State Department of Fish and Wildlife must notify private landowners over whose land aircraft will fly, under specified circumstances.
Makes certain graduate and post-graduate student workers eligible employees for purposes of Oregon Public Service Retirement Plan.
Directs Department of Transportation to establish grant program for fuel cell electric vehicle and hydrogen fueling demonstration projects. Appropriates moneys from General Fund to department for grant program. Requires department to study existing state statutes, regulations, rules and policies that may impede or hinder wide-scale adoption and use of fuel cell electric vehicles and hydrogen fueling. Directs department to submit findings and recommendations to interim committees of Legislative Assembly related to energy and economic development not later than September 15, 2024.
