Relating to hydrogen.

Establishes grant program within State Department of Energy to provide grants to fund replacement of generators that use diesel or fossil fuels with renewable hydrogen-fueled generators. Directs department to prioritize awarding grants for emergency shelters and infrastructure, facilities and buildings related to provision of critical public services, health care and utilities. Appropriates moneys from General Fund to Renewable Hydrogen-Fueled Generator Grant Fund. Directs department to develop planning goals for development of hydrogen production and storage and other hydrogen-related infrastructure. Directs department to incorporate planning goals into updated state energy strategy.

Relating to state action antitrust immunization for negotiations over grass seed pricing; declaring an emergency.

Requires State Department of Agriculture to hire as employee of department person that is familiar with parties and markets related to grass seed associations and cooperatives and designate employee to carry out department's active supervision of association's or cooperative's collective bargaining to arrive at minimum price for grass seed. Declares emergency, effective on passage.

Relating to western juniper; declaring an emergency.

Directs Oregon Department of Administrative Services to provide grants to counties and soil and water conservation districts for removal ] treatment of western juniper. Appropriates moneys for grants. Requires department to provide grants within 60 days of effective date of Act. Directs department to provide grant to organization operating in specified counties to coordinate western juniper treatment activities. Directs Oregon State University to work with grant recipients to establish monitoring areas. Declares emergency, effective on passage.

Relating to the Office of the State Prosecutor.

Establishes Office of the State Prosecutor under authority of State Land Board. Authorizes State Prosecutor to prosecute violations of law occurring in cities with population that exceeds 300,000. Appropriates moneys to board to fund office. Sunsets on December 31, 2029.

Relating to firearm purchase permits.

Authorizes county to adopt ordinance concerning Ballot Measure 114 (2022) providing that law enforcement agency with jurisdiction entirely within county is not required to act as firearm purchase permit agent, and permit is not required for transfer of firearm from transferor within county to county resident.

Relating to military pay; prescribing an effective date.

Exempts from state income tax military pay received by Oregon National Guard member while in active service of state or on state active duty. Applies to tax years beginning on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.

Relating to the taxation of the property of jet boat companies; prescribing an effective date.

Provides that property of company that is organized and located outside of this state and exclusively operates jet boat excursion business on boundary rivers of this state and not on rivers within this state is not subject to central assessment for purposes of property taxation. Provides that any property of such company located in this state on assessment date for property tax year is subject to local assessment for purposes of property taxation. Takes effect on 91st day following adjournment sine die.
