Modifies definition of "compensation," for purposes of pay equity requirements, to exclude hiring bonuses and retention bonuses. ] Permits employer to pay employees at different compensation levels pursuant to retention bonus provided that employer does not discriminate in payment of retention bonus, and that retention bonus accounts for entire compensation differential. Declares emergency, effective on passage.

Removes requirement that adequate repository for terminal disposition of high-level radioactive waste be licensed as precondition for issuance of site certificate for nuclear-fueled thermal power plant. Removes requirement that proposed site certificate for nuclear-fueled thermal power plant be submitted to electors of this state for approval or rejection. Refers Act to people for their approval or rejection at next regular general election.

Provides that fixed percentage of certain forecasted video lottery revenues be transferred to counties for economic development. Provides that disbursals to counties from video lottery revenues be adjusted to compensate for differences between biennium's forecasted revenues and actual revenues. Takes effect on 91st day following adjournment sine die.

Prohibits local governments from including lands used for golf courses in inventory of buildable lands for purposes of urban planning.

Direct State Fish and Wildlife Commission to waive requirement for fish passage under certain circumstances.

Appropriates moneys to State Department of Agriculture, out of General Fund, for purpose of developing grant program to fund construction of meat rendering plants. Declares emergency, effective on passage.

Directs Department of Education to conduct study to identify sources of funding to pay for costs of establishing secure, single point of entry for each public school. Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.

Appropriates moneys from General Fund to Oregon Health Authority for Oregon Medical Coordination Center. Declares emergency, effective July 1, 2023.

Prohibits certain information collected during traditionally maintained channel study from being used by Department of State Lands in essential indigenous anadromous salmonid habitat map or included in database of fish habitat distribution maintained by State Department of Fish and Wildlife.

Appropriates moneys from General Fund to Department of Education for State School Fund. Limits biennial expenditures from lottery moneys allocated to department for State School Fund. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by department for State School Fund. Specifies amounts department may spend for certain purposes from State School Fund. Transfers moneys from State School Fund to Local Option Equalization Grants Account. Declares emergency, effective July 1, 2023.
