Prohibits a research facility from using public funds to directly fund medically unnecessary laboratory research on dogs or cats that is classified under certain pain and distress categories. Prohibits a person from conducting research or testing on nonhuman primates at the Oregon National Primate Research Center. Establishes the Task Force on Planning the Elimination of Research on Nonhuman Primates. Directs the task force to draft a plan for eliminating the breeding of, and research on, nonhuman primates at the Oregon National Primate Research Center. Exempts the task force from public meetings law requirements. Sunsets the task force in 2041.

Appropriates moneys out of the General Fund to the State Forestry Department for deposit in the Rangeland Protection Association Fund. Declares an emergency, effective on passage.

Establishes the [ Parenting Effectiveness ] CARE Program within the [ Department of Human Services ] Youth Development Division to support families and reduce barriers that contribute to absence from school and a lack of basic needs . Directs the [ department ] division to award grants to counties or other local entities to [ provide services to families of chronically absent students ] implement local CARE programs . [ Directs attendance supervisors to refer chronically absent students to the nearest local parenting effectiveness program. ].

] Directs the Oregon Business Development Department to develop a roadmap for the purpose of promoting voluntary industrial symbiosis activities in Oregon. Requires the department to submit a report to the interim committees of the Legislative Assembly related to economic development not later than September 15, 2026. Appropriates moneys to the Oregon Business Development Department to fund technical assistance for up to six industrial symbiosis pilot communities in Oregon. Authorizes certain county service districts to fund water resource management services with charges for district services, facilities or commodities. [ Sunsets on January 2, 2028. ] Declares an emergency, effective on passage.

Modifies provisions regarding the use of restraint and involuntary seclusion on certain young people. Modifies provisions regarding investigations of abuse of certain young people. Modifies provisions regarding licensing of child-caring agencies. Modifies provisions regarding out-of-state placements of children in care. [ Modifies provisions regarding older children in care. ] Directs the System of Care Advisory Council to submit reports to the interim committees of the Legislative Assembly related to health care and human services regarding implementation of provisions in this Act. Declares an emergency, effective on passage.

Directs the Board of Cosmetology to adopt rules to allow the holder of a provisional certificate to perform in a cosmetology field of practice under the supervision of a practitioner in the same field of practice under certain circumstances . Establishes requirements for a practitioner to act as a supervisor. Directs the board to adopt rules for the Health Licensing Office to issue a provisional certificate. Provides that, upon application for certification, a holder of a provisional certificate may submit evidence of supervised practice in order to meet the educational requirements. Becomes operative on January 1, 2027. [ Takes effect on the 91st day following adjournment sine die. ] Declares an emergency, effective on passage.

] [ Directs the State Department of Fish and Wildlife to study aquatic invasive species. Directs the department to submit a report to the interim committees of the Legislative Assembly related to natural resources not later than September 15, 2026. ] Appropriates moneys to the Department of Environmental Quality to fund vessel inspections to minimize the risk of introducing aquatic invasive species into this state. Appropriates moneys to the Higher Education Coordinating Commission to fund monitoring for aquatic invasive species in high-risk waterbodies. Appropriates moneys to the State Department of Fish and Wildlife to update waterbody vulnerability assessments for aquatic invasive species. Appropriates moneys to the State Department of Agriculture to fund interagency rapid response exercises and interagency collaboration related to the detection of aquatic invasive species. Declares an emergency, effective July 1, 2025.

Authorizes the involuntary civil commitment of a person with a substance use disorder who meets the criteria for involuntary civil commitment of a person with a mental disorder.

] Directs the Youth Development Division to [ establish a statewide community violence prevention program ] conduct a comprehensive review of initiatives aimed at reducing community violence in this state . Establishes requirements for the division when conducting the review. Requires the division to ensure that any engagement with tribal communities in conducting the review is done in accordance with the tribal consultation policies of the Department of Education. Requires the division to report findings and recommendations to an interim committee of the Legislative Assembly related to education by December 1, 2027. Sunsets on January 2, 2028.

Provides for a single limit on the cost of compliance for an electric utility that is required to comply with a renewable portfolio standard and the statutory clean energy targets. Applies to compliance years beginning on or after the effective date of the Act.
