Prohibits the amount of tuition that is waived for qualified students from being reduced by the amount of specified student aid received by the qualified students.
Prohibits an individual from collecting and returning a ballot of another individual, subject to specified exceptions. Imposes a fine of $2,500 per ballot for a person other than an individual that illegally collects and returns the ballot of an individual and a fine of $500 per ballot for an individual who illegally collects and returns the ballot of a different individual.
Repeals the requirement that there be a licensed repository for the disposal of high-level radioactive waste before a site certificate for a nuclear-fueled thermal power plant may be issued. Repeals the requirement that a proposed site certificate for a nuclear-fueled thermal power plant be submitted to the electors of this state for their approval or rejection. Refers the Act to the people for their approval or rejection at the next regular general election.
Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to various entities for food production and distribution. Declares an emergency, effective July 1, 2025.
Instructs the Water Resources Department to take certain actions related to aquifer recharge and aquifer storage and recovery. Instructs the department to report to interim committees of the Legislative Assembly on topics related to aquifer recharge and aquifer storage and recovery on or before [ October 1, 2026 ] January 1, 2027 .

Prohibits the director from adopting rules that require the relocation, modification or demolition of certain agricultural labor housing to comply with certain rules adopted on or after the effective date of this Act. Declares an emergency, effective on passage.
Requires a person that proposes to construct a building or structure located within 1,000 feet of an interstate pipeline to notify the Oregon Utility Notification Center. Prohibits a state agency or municipality from issuing a building permit for a building or structure unless the agency or municipality receives a copy of the notice and a copy of a reply from the owner or operator of the interstate pipeline. Requires an owner or operator of an interstate pipeline each year to provide contact information to the Oregon Utility Notification Center. Takes effect on the 91st day following adjournment sine die.
