Establishes COFA Dental Program in Oregon Health Authority to provide dental care to low-income citizens of Pacific Islands in Compact of Free Association who reside in Oregon. Requires Department of Human Services to establish certification process for direct care providers of home or community-based services and implement online registry of direct care providers of home or community-based services. Specifies requirements for certification and information to be displayed on online registry. Requires department to work with stakeholder groups to design certification requirements, explore ways to improve skill level and training of caregivers and improve caregivers' pathways to continued education and advancement. Sunsets January 2, 2024. Requires department to report to Joint Interim Committee on Ways and Means on work with stakeholders and on implementation of certification process and registry. Requires insurer and health care service contractor to cover labor and delivery services provided at out-of-network health care facility , and medical transport of individual presenting with signs of labor from in-network facility to out-of-network facility, if services provided at out-of-network facility due solely to diversion of patient from in-network health care facility for reasons related to state or federal declaration of public health emergency. Prescribes rate of reimbursement and prohibits deductible, out-of-pocket maximum, copayment or coinsurance requirement in excess of such requirements applicable to in-network providers. Exempts Public Employees' Benefit Board and Oregon Educators Benefit Board. Requires health benefit plan coverage of emergency medical services transport of pregnant woman presenting with signs of labor between medical facilities. ] Declares emergency, effective on passage.

Limits civil liability for release of veteran status information except for gross negligence. Requires cemetery association ] funeral establishment, crematory operator , cemetery authority, alternative disposition facility operator, licensed funeral service practitioner or other entity in possession of unclaimed cremated or reduced ] human remains of veteran or spouse, dependent or survivor of veteran to notify county veterans' service officer under certain circumstances. Requires funeral establishment, crematory operator, cemetery authority, alternative disposition facility operator or licensed funeral service practitioner in possession of unclaimed human remains of veteran or spouse, dependent or survivor of veteran to apply for state or federal benefits under certain circumstances. Authorizes funeral establishment, crematory operator, cemetery authority, alternative disposition facility operator or licensed funeral service practitioner in possession of unclaimed human remains of veteran or spouse, dependent or survivor of veteran to cremate, reduce or inter unclaimed human remains under certain circumstances. Directs county veterans' service officer to report information about veteran or spouse, dependent or survivor of veteran to United States Department of Veterans Affairs. Requires county veterans' service officer to establish and maintain list of reported information and to make information available upon request to veterans' remains coordinator.
Proposes amendment to Oregon Constitution to vest power of impeachment of statewide elected Executive Branch officials in House of Representatives and power to try impeachments in Senate. Requires three-fifths majority vote of House of Representatives to deliver impeachment resolution to Senate and two-thirds majority vote of Senate for conviction. Limits judgment to removal from office and disqualification from holding other public office. Refers proposed amendment to people for approval or rejection at next regular general election held throughout this state.
