Reallocates how moneys from the Connecting Education to Careers Account for activities related to career and technical education are distributed to schools.

Requires the Teacher Standards and Practices Commission to study the implications and necessary changes of law to establish merit-based compensation for the workforce in kindergarten through post-secondary education in this state. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to education no later than September 15, 2026.

] Appropriates moneys from the General Fund to the [ Teacher Standards and Practices Commission ] Department of Education for distribution to the Educator Advancement Council to support the Oregon Registered Teaching Apprenticeship Program. Takes effect on 91st day following adjournment sine die.

Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to South Coast Business Employment Corporation to provide meal services to elderly individuals. Takes effect on the 91st day following adjournment sine die.

Directs the Oregon Health Authority and coordinated care organizations to reimburse dental care organizations for dental services provided to medical assistance recipients at a rate no less than 59.8 percent of the average rate paid by insurers nationwide. Directs the authority to annually review and revise the rates. Takes effect on the 91st day following adjournment sine die.

Directs the Oregon Department of Administrative Services to [ enter into a contract with ] distribute moneys to the Oregon Association of Water Utilities to provide technical assistance, or enter into a contract with a third party to provide technical assistance, to address the needs and vulnerabilities of small and very small community water systems, construct and equip a water utility training center and employ three staff to provide related support and resources. Appropriates moneys from the General Fund to the department to carry out the [ contract ] Act . Declares an emergency, effective on passage.

Appropriates moneys from the General Fund to the Higher Education Coordinating Commission for distribution to the Oregon Institute of Technology for an after-school program. Declares an emergency, effective July 1, 2025.

Requires an electric company to first acquire a replacement resource of reliable or dispatchable electricity prior to retiring an electric power generating facility that provides reliable or dispatchable electricity. Requires the Public Utility Commission to seek a waiver to, or if unable to obtain a waiver, seek an injunction against, any federal regulations or requirements that impose increasing costs to the maintenance or operation of an electric power generating facility such that an electric company seeks to retire the electric power generating facility. Takes effect on the 91st day following adjournment sine die.

Allows a person to continue to qualify for the Oregon Promise program if, after being awarded a grant, the person enters into service with any career and technical student organization approved by the Department of Education before attending community college. Applies to all persons who received grants for community college courses enrolled in during the 2024-2025 academic year or later. Declares an emergency, effective on passage.

Allows chambers of commerce, community-based organizations, industry trade associations, corporations and nonprofit organizations to sponsor a public charter school.
