Allows a person to title and register a Kei truck in Oregon. Amends and creates laws related to allowing Kei trucks to operate on highways in Oregon. Creates the offense of unlawfully operating a Kei truck on a highway. Punishes by a maximum fine of $1,000.
Directs the Oregon Health Authority and coordinated care organizations to reimburse certain rural hospitals at rates no less than 150 percent of the rates paid as of the effective date of the Act. Declares an emergency, effective July 1, 2025.

Requires the Teacher Standards and Practices Commission to study the requirements to obtain a teaching license to determine whether a reasonable nexus exists between the requirements and the qualifications necessary for a teacher to deliver educational instruction in accordance with academic content standards. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to education no later than September 15, 2026. Sunsets January 2, 2027.
Provides that a person may request that the Department of Transportation include on a registration card, driver license, driver permit or identification card the fact that the person has a disability that interferes with the person's ability to effectively communicate with a police officer. Requires the person to submit an application to the department and have a health care professional verify the disability.
Specifies that the laws governing the storage of the personal property of homeless individuals applies to personal property removed from a public camping site. Declares an emergency, effective on passage.
Establishes the Oregon Empowerment Scholarship Program for the purpose of providing options in education to certain students of this state. Restricts the percentage of students from each school district who may enroll in the program for the first 10 years. Requires a student to demonstrate proficiency in specified Essential Learning Skills prior to the student being awarded a high school diploma or a modified diploma. Applies to diplomas awarded on or after January 1, 2026. Removes the requirement that a student must receive approval from the student's resident school district before enrolling in a virtual public charter school that is not sponsored by the school district if a specified percentage of students in the school district already are enrolled in virtual public charter schools that are not sponsored by the school district. Establishes the open enrollment process for school districts to allow students to attend schools in a nonresident school district with the consent of the receiving school district. Declares an emergency, effective on passage.
