Creates Task Force on Public Assistance Reform to study steps taken in Maine and Kansas to reduce public assistance expenditures. Directs task force to report findings, including recommendations for legislative changes, to interim committees of Legislative Assembly related to human services by September 15, 2019. Prohibits statewide elected official, judge of Supreme Court or Court of Appeals or legislator from becoming member of Public Employees Retirement System on or after July 1, 2018, for purpose of service as statewide elected official, judge or legislator. ] Provides that statewide elected official, judge of Supreme Court or Court of Appeals or legislator may not accrue benefits under Public Employees Retirement System for purpose of service as statewide elected official, judge or legislator on or after July 1, 2018. ] Modifies retirement plan options of persons elected or appointed as statewide elected officials or judges. Creates tax credit for short line railroad rehabilitation projects. Provides for certification and administration of tax credits by Department of Transportation. Limits total amount of potential tax credits available for short line railroad rehabilitation projects in biennium.
Expands prohibition against retroactive rulemaking by Department of Revenue to prohibit department from adopting or amending rule to require change in tax treatment of item. Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.
Requires State Department of Fish and Wildlife to biennially report to Legislative Assembly regarding estimated change in wolf population. Requires Legislative Assembly to identify amount of state funding necessary to provide counties with assistance sufficient for carrying out essential features of county programs regarding wolf depredation and financial assistance. Requires Legislative Assembly to review estimate of change in wolf population prior to making appropriation to fund used for wolf depredation and financial assistance grant program. Requires that Legislative Assembly establish, to extent practicable, fund appropriation amount greater than identified necessary funding amount and reflecting estimated change in wolf population.
Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.
Allows State Forester to order use of wildfire suppression personnel, equipment and services on any lands within state borders.
