Directs Public Utility Commission to establish public process for investigating continuing relevance of telecommunications carrier of last resort obligations. Requires commission to submit report on investigation, which may include recommendations for legislation, to interim committees of Legislative Assembly related to economic development and business and general government no later than September 15, 2020. Allows professional licensing board to issue nonrenewable temporary authorization to spouse of member of Armed Forces of United States stationed in Oregon and who holds eligible out-of-state authorization to provide occupational or professional service. Specifies expiration date of temporary authorization. Takes effect on 91st day following adjournment sine die.
Requires hospitals and pediatric health care facilities to have plans, approved by Oregon Health Authority, for treating sexual assault survivors who present in need of medical forensic services or for transferring sexual assault survivors to hospital or approved pediatric health care facility for medical forensic services. Requires authority to adopt rules for treatment and transfer plans. ] Requires facilities that provide medical forensic services to provide sexual assault survivors with vouchers to pay for services related to sexual assault that are not paid from Sexual Assault Victims' Emergency Medical Response Fund. Prohibits health care providers from billing sexual assault survivors for specified services related to sexual assault. ] Authorizes authority to impose civil penalties of up to $500 for each violation. ] Requires district attorney to include sexual assault nurse examiner or hospital representative in sexual assault response team organized by district attorney to adopt protocols addressing response to sexual assault victims.

Allows political subdivision to convey real property to nonprofit, municipal or private corporation for purpose of providing broadband service. Requires instrument conveying real property to authorize reversion of property to political subdivision if property is not used to provide broadband service. Allows political subdivision to relinquish reversionary interest in real property after less than 20 years to further public interest. Declares emergency, effective on passage.
