Increases penalties for crime of riot if, during commission of riot, person conceals person's face with intent to facilitate commission of riot. Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both.
Proposes amendment to Oregon Constitution to provide that general obligation indebtedness for certain higher education projects must be matched by other moneys in amount equal to at least one-half of amount of indebtedness in nonurban counties or two-thirds of amount of indebtedness in other counties outside of metropolitan service districts. Refers proposed amendment to people for their approval or rejection at next regular general election.
Requires State Department of Fish and Wildlife to allow person meeting criteria to hunt game mammals using crossbow.

Directs Oregon Business Development Department to study tax incentives for cybersecurity businesses and to report its findings to interim legislative committees related to economic development on or before September 15, 2020.

Requires counties to develop community mental health action plans to identify and address mental health concerns. Not later than January 1, 2021, requires counties to submit community mental health action plans to Oregon Health Authority. Directs authority to submit report to Legislative Assembly. Not later than January 1, 2023, requires counties to submit reports to authority detailing whether county addressed mental health concerns. Directs authority to submit report to Legislative Assembly. Takes effect on 91st day following adjournment sine die.
