Modifies requirements for school to qualify as small high school for purposes of State School Fund distributions. Declares emergency, effective July 1, 2019.

Directs Department of Education to evaluate effectiveness of program and to ensure that technical assistance, training and resources are provided to certain entities. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.
