Creates income or corporate excise tax credit for taxpayers that provide career and technical education student internships. Applies to tax years beginning on or after January 1, 2022, and before January 1, 2028. Takes effect on 91st day following adjournment sine die.
Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Establishes for five school years process by which school district may participate in open enrollment and individual who is not resident of participating district may be considered resident of district for educational purposes. Sunsets June 30, 2026. Declares emergency, effective on passage.
Creates Short Line Railroad Resiliency Program within Oregon Business Development Department to provide grants for short line railroad infrastructure projects. Establishes Short Line Railroad Fund. Authorizes issuance of $5 million in lottery bonds for deposit in fund to be used to provide grants for short line railroad infrastructure projects. Directs department to study and make recommendations for legislation to provide long-term revenue source to finance grants for short line railroad infrastructure projects. Declares emergency, effective July 1, 2021.

Provides that civil penalty imposed as result of violation of COVID-19 emergency rule becomes due and payable 50 years after order imposing penalty becomes final.
Exempts receipts from sales of agricultural, floricultural, horticultural, viticultural or food products from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.
Provides that State Fish and Wildlife Commission may waive requirement that artificial obstruction in waters of this state provide for fish passage if commission determines that artificial obstruction will be repaired or replaced and is less than eight feet tall, or that artificial obstruction is dam that provides hydropower, drinking water or water for irrigation use, artificial obstruction provides fish habitat and providing for fish passage would increase cost of project by more than 10 percent. Removes requirement that commission periodically review exemptions from fish passage requirement. Removes commission authority to revoke or amend exemption upon finding that relevant requirements for exemption no longer apply.
